The question of Ukraine Nato membership has been thrown into fresh doubt after the country’s former top commander told ambassadors that Kyiv has no prospect of joining the alliance in the near future.
Valerii Zaluzhnyi, now Ukraine’s ambassador to the UK, made the remarks during a meeting of Ukrainian diplomats on Monday, according to Ukrainian news outlet Evropeiska Pravda.
“I know Nato really well. For about 12 years I personally worked on making sure we met Nato standards, and every year I heard tales about how we would join Nato any day now,” Zaluzhnyi was quoted as saying.
“Unfortunately, we will never actually join,” he added, in comments that have sparked debate in Kyiv and across European capitals.
The statement lands at a sensitive time, as Ukraine continues to fight a full-scale invasion and pushes allies for more air defence and long-range weapons.
Zaluzhnyi argued that joining Nato was “impossible with the level of development that the armed forces of Ukraine have … to join an organisation guided by World War 2 doctrines.”
His assessment contrasts with Ukraine’s constitutional commitment to pursue both Nato and EU membership as strategic goals.
President Volodymyr Zelenskyy has repeatedly said Nato membership is essential for Ukraine’s long-term security, even while acknowledging divisions among members.
The former commander was dismissed in 2024 after reported differences with Zelenskyy over how to conduct the war against Russia.
Despite that, Zaluzhnyi remains one of Ukraine’s most respected military voices, and his words carry weight with both troops and Western partners.
H2: Russia Ukraine War Update Shows Stalled Frontlines
The battlefield picture in July offered little change, according to an AFP analysis of Institute for the Study of War data cited by The Guardian.
Russian forces gained less than 40 sq km in July, down from 30 sq km in June and far below the 405 sq km average a year earlier.
Most Russian advances were in Donetsk, Zaporizhzhia and Sumy, while Ukrainian troops retook 29 sq km in Dnipropetrovsk, a trend that began in December 2025.
Drone warfare has intensified on both sides, with strikes reaching deep into Russian territory and occupied regions.
On Tuesday, five people were killed and six injured after Ukrainian drones hit Moscow region, governor Andrei Vorobyov said on Telegram.
Fires broke out in the Novoselki industrial zone in Chekhov district, with firefighters extinguishing a large warehouse blaze.
Near St Petersburg, another warehouse was reportedly hit, according to regional governor Alexander Drozdenko.
Finland responded by establishing a temporary aviation restriction area in the eastern Gulf of Finland, its defence forces announced on X.
In Ukraine, Russian aerial bombs killed one person and injured dozens in Zaporizhzhia, regional head Ivan Fedorov reported on Monday.
Near Kryvyi Rih, three people including an eight-year-old were killed at a service station, Dnipropetrovsk officials said.
H3: Kyiv Military Standards Remain A Key Barrier
Zaluzhnyi’s comments directly address why Kyiv military standards have not yet matched Nato requirements, despite years of reform efforts.
“Nato standards” cover interoperability, command structure, logistics, and civilian oversight — areas Ukraine has worked on since 2014.
But 12 years of work, Zaluzhnyi suggested, still leaves gaps that make full integration unrealistic during wartime.
Ukraine has received billions in Western weapons and training, yet the war has also exposed shortages in manpower and munitions.
Zelenskyy’s government continues lobbying Washington for Patriot air defence systems to counter Russian missile and drone barrages.
In a related move, Zelenskyy dismissed ambassador to the US Olga Stefanishyna by decree on Monday, part of a wider cabinet shake-up.
Stefanishyna said on Facebook the decision was “my own decision, driven by personal circumstances.”
“We boosted the supply of American weapons and maintained support right when the political climate in Washington was changing and not in our favour,” she wrote.
Her departure comes as Kyiv pushes hard for more Patriot missiles ahead of winter, when Russian strikes on energy infrastructure typically increase.
The reshuffle also included changes to the prime minister and defence minister posts, signaling Zelenskyy’s effort to reset the war effort.
Diplomats say the leadership changes are meant to streamline decision-making as battlefield dynamics shift.
Western officials have not publicly responded to Zaluzhnyi’s remarks, but privately many acknowledge Nato accession is not imminent.
The alliance requires unanimous approval from all 32 members, and several have expressed caution about admitting a country at war.
Ukraine’s EU bid is progressing separately, but Nato membership remains the more sensitive political issue.
Analysts note that even without membership, Ukraine is already operating with Nato weapons, intelligence, and training standards.
The challenge is formalizing that relationship while the war continues and territory remains occupied.
Zaluzhnyi’s blunt assessment may reflect military realism more than political defeatism, observers in London and Brussels suggest.

Russian officials said Ukrainian drone debris killed seven people, including three children, at a Black Sea resort in Arkhipo-Osipovka.
Another four were killed in Crimea, according to Moscow-installed governor Sergey Aksyonov.
Russia also blamed Ukraine for a Moscow restaurant bombing that killed five and injured 19, possibly targeting a senior commander.
Ukrainian authorities have not commented on that incident, keeping operational details closely guarded.
Inside Russia, dissent is also being squeezed ahead of parliamentary elections later this year.
Anti-war politician Boris Nadezhdin has fled to Paris, reports say, after his 2024 presidential bid was blocked by authorities.
Nadezhdin, 63, remains one of the few prominent Russians to publicly oppose the war.
Back in Kyiv, the focus is on survival, supplies, and keeping Western support steady through 2026.
Zelenskyy’s team argues that even without Nato membership, Ukraine deserves security guarantees similar to Article 5.
