Tough times for fraudsters as SEC, Police launch war on illegal investment schemes

Nigeria’s financial regulators and law enforcement agencies have stepped up efforts to protect investors as the Securities and Exchange Commission (SEC) and the Nigeria Police Force (NPF) move to establish a deeper, institutional partnership aimed at dismantling illegal investment schemes, Ponzi operations, and cryptocurrency-related fraud across the country.


The collaboration, announced during a high-level meeting in Abuja, reflects growing concern over the scale and sophistication of financial crimes targeting unsuspecting Nigerians, particularly in the digital investment space.

Authorities say the alliance is designed to close enforcement gaps, improve intelligence sharing, and enhance public awareness as fraudsters increasingly exploit economic pressures and the promise of quick returns.


Speaking at the meeting, SEC Director-General, Dr Emomotimi Agama, described the partnership as a decisive step toward safeguarding Nigeria’s capital market and restoring public confidence in legitimate investment channels.


Illegal Investment Schemes Threaten Investor Confidence and Market Stability


According to the SEC, illegal investment schemes remain one of the most persistent threats to Nigeria’s financial ecosystem.

These schemes often operate outside regulatory oversight, promising unrealistic returns—sometimes as high as 200 per cent within weeks—while leveraging social media, informal networks, and digital platforms to lure victims.


Dr Agama noted that while the SEC is statutorily empowered to regulate capital market activities through licensing, rulemaking, and market surveillance, enforcement becomes challenging when fraudsters deliberately operate beyond the boundaries of regulation.


“There is currently a gap between identifying fraudulent activities and enforcing sanctions,” he said.

“That gap has been exploited by operators of illegal investment schemes and crypto fraud networks who thrive in secrecy, speed, and misinformation.”


He explained that the new partnership with the Nigeria Police Force is intended to permanently close that gap by aligning regulatory expertise with law enforcement authority.


Multi-Pillar Framework to Strengthen Enforcement


As part of the proposed collaboration, the SEC outlined a multi-pillar framework designed to deliver faster and more effective responses to emerging financial crimes.


One of the key pillars is the creation of a Joint Intelligence and Operations Task Force, bringing together SEC market analysts, forensic accountants, and capital market experts with police investigators and intelligence officers.

The task force is expected to function as a rapid-response unit capable of identifying, tracking, and disrupting illegal investment schemes before they spread widely.


Another pillar focuses on capacity building and knowledge transfer, recognising that financial crimes—especially those involving cryptocurrency and digital assets—require specialised technical expertise.

The SEC plans to support the police with training on complex investment products, market manipulation techniques, and blockchain-based fraud.


The third pillar involves streamlined enforcement processes, aimed at reducing bureaucratic delays in investigations, asset recovery, and prosecution.

According to Agama, faster coordination between regulators and law enforcement could significantly improve conviction rates and deter future offenders.


Expanding the Fight Against Crypto Fraud


With cryptocurrency adoption rising in Nigeria, regulators say fraudsters are increasingly exploiting digital assets to run unregistered investment platforms, fake trading schemes, and fraudulent token offerings.


Dr Agama revealed that the SEC is seeking to formalise cooperation with the Cyber Security Unit of the Nigeria Police Force through a Memorandum of Understanding.

The goal is to ensure safer digital spaces and enhance surveillance of online platforms commonly used to promote illegal investment schemes.


“Cyberspace has become a major battleground,” he said. “Without strong collaboration, fraudsters will continue to take advantage of anonymity and cross-border digital transactions.”


Market analysts believe that closer monitoring of crypto-related activities could help reduce losses suffered by retail investors, many of whom lack adequate financial literacy to distinguish regulated opportunities from scams.


Police Assure Full Support for Market Protection


Responding to the SEC’s proposals, Inspector-General of Police, Kayode Egbetokun, assured the Commission of the Nigeria Police Force’s readiness to collaborate fully in protecting investors and strengthening enforcement across the capital market.


He described the SEC’s role as critical to Nigeria’s economic stability, noting that effective market regulation supports investment, job creation, and long-term growth.


“The work of the Securities and Exchange Commission is central to economic recovery and development,” Egbetokun said.

“When enforcement is strengthened, the benefits extend beyond the market to the entire economy.”


The police chief also endorsed the idea of strengthening the police unit attached to the SEC, stating that enhanced coordination would significantly improve the fight against illegal investment schemes and other financial crimes.


Market Growth Raises Stakes for Investor Protection


The renewed focus on enforcement comes at a time when Nigeria’s capital market has recorded notable milestones, including the attainment of a ₦100 trillion market capitalisation.

While the achievement signals growing investor interest and improved market depth, regulators warn that rising participation also increases the risk of fraud.

Experts argue that illegal investment schemes thrive in periods of heightened market optimism, when new and inexperienced investors are drawn by stories of quick wealth.


“Market growth must be matched with strong investor protection,” said a Lagos-based financial analyst.

“Otherwise, confidence can quickly erode if scams are allowed to flourish.”


Public Awareness as a Critical Line of Defence
Beyond enforcement, the SEC and the police plan to intensify public education campaigns to help Nigerians identify warning signs of fraudulent investments.

These campaigns will focus on emphasising the importance of dealing only with licensed operators and reporting suspicious schemes promptly.


According to the SEC, many victims of illegal investment schemes fail to report losses early, allowing fraudsters to continue operations unchecked.


As the partnership between the SEC and the Nigeria Police Force takes shape, authorities say sustained collaboration, transparency, and public engagement will be essential to dismantling entrenched fraud networks.


For Nigeria’s investment landscape, the message is clear: while opportunities for wealth creation continue to expand, regulators and law enforcement are tightening the net around those who seek to exploit trust through illegal investment schemes.
