Ukraine war: North, South Korea drawn in as Putin issues nuclear threat against Europe

The Ukraine war North Korea connection has taken a dramatic new turn, with North Korean troops fighting alongside Russian forces, two captured soldiers transferred to South Korea and a growing diplomatic dispute between Seoul and Kyiv.

The developments have emerged as Russian President Vladimir Putin warned that Moscow could use all weapons at its disposal, including nuclear weapons, if Russia or territories such as Kaliningrad were directly attacked by European countries.

The warning adds a potentially dangerous dimension to a conflict that has already expanded beyond the borders of Russia and Ukraine through military cooperation involving North Korea.

At the same time, South Korea has become increasingly involved in the humanitarian and diplomatic consequences of North Korea’s participation in the war, particularly after Ukraine transferred two captured North Korean soldiers to Seoul.

North Korea’s Role In The Ukraine War

North Korea has become a direct participant in the Russia-Ukraine conflict through its military partnership with Moscow.

According to Reuters, Pyongyang has deployed an estimated 14,000 to 15,000 troops to Russia, with many sent to the Kursk region to support Russian forces against Ukrainian troops. Russia and North Korea confirmed in 2025 that North Korean soldiers had fought Ukrainian forces in Kursk.

North Korea has also supplied Russia with large quantities of military equipment, including artillery and mortar ammunition, ballistic missiles, long-range artillery systems and multiple-launch rocket systems.

Ukrainian and South Korean estimates indicate that thousands of North Korean troops remain in Russia, while reports have also emerged about additional North Korean military personnel and weapons being deployed to support Moscow.

The growing military relationship is rooted in a strategic partnership treaty signed by Putin and North Korean leader Kim Jong Un in 2024.

The agreement includes a mutual assistance provision in the event either country faces external aggression, giving North Korea’s involvement in the Ukraine war a formal political and military framework.

North Korea Gains Battlefield Experience

North Korea’s participation has also given its military exposure to modern warfare involving drones, electronic warfare, artillery coordination and other battlefield technologies.

Reuters has reported that analysts believe Pyongyang could gain military experience, economic assistance and access to Russian technology through its relationship with Moscow.

The arrangement has therefore created a wider international dimension to the Ukraine war, linking the European conflict to security calculations on the Korean Peninsula.

South Korea Receives Captured North Korean Soldiers

The South Korea Ukraine North Korean soldiers issue has now created a separate diplomatic complication.

Ukraine captured two North Korean soldiers in Russia’s Kursk region in January 2025. They were reportedly the first North Korean soldiers captured alive after Pyongyang joined Russia’s war effort.

Both soldiers subsequently expressed a desire to go to South Korea rather than return to North Korea.

Ukraine eventually transferred the two men to South Korea, where they are expected to undergo security screening and questioning before decisions are made about their protection and resettlement. Reuters reported that the process could involve questioning about their military backgrounds and participation in Russia’s war.

South Korea regards North Koreans as its citizens under its constitutional framework and has said it would accept North Korean prisoners captured while fighting for Russia.

The two soldiers therefore became a rare human link between the battlefield in Ukraine and the divided Korean Peninsula.

Zelenskyy’s Disclosure Sparks Diplomatic Row

The transfer might have remained confidential had Ukrainian President Volodymyr Zelenskyy not disclosed it during his address to the United Nations General Assembly.

Zelenskyy said Ukraine had transferred the two captured North Korean soldiers to South Korea after they were taken prisoner while fighting for Russia.

The disclosure angered Seoul.

South Korean President Lee Jae Myung said Ukraine and South Korea had agreed that the transfer would remain confidential because of the sensitive diplomatic, security and humanitarian implications.

Kyiv, however, has disputed Seoul’s account of a formal confidentiality agreement.

The disagreement has since escalated, with Lee warning on Friday that South Korea could take additional measures against Ukraine unless Kyiv acknowledged what Seoul says was an agreement and issued a public apology.

Lee wrote that continued refusal to acknowledge the agreement and apologise would lead Seoul to take “additional measures.”

Seoul Warns Ukraine Over Disclosure

South Korea has said secrecy was important because North Korean authorities could potentially retaliate against relatives of the captured soldiers.

The dispute has placed two countries that have cooperated over Russia’s invasion on opposite sides of a diplomatic disagreement.

Ukraine’s Foreign Minister Andrii Sybiha described the dispute as a “diplomatic misunderstanding” and said Seoul remained important to Kyiv.

Reuters also reported that South Korea did not promise military assistance to Ukraine in exchange for accepting the two North Korean soldiers.

A South Korean lawmaker, citing the country’s intelligence service, said there were no preconditions attached to the transfer.

South Korea’s Support For Ukraine

Although South Korea has not provided lethal weapons to Ukraine, Seoul has supported Kyiv with humanitarian and non-lethal assistance.

Reuters reported that President Lee announced a $100 million support package for Ukraine at a NATO summit in July, while maintaining that lethal weapons were excluded.

South Korea has also supplied assistance including demining equipment and pledged continued support for Ukraine’s reconstruction.

That position has placed Seoul in a delicate position.

South Korea is simultaneously supporting Ukraine, maintaining concerns about Russia’s cooperation with North Korea and trying to manage its own diplomatic relationship with Pyongyang.

The captured soldiers have brought all three issues together.

Putin Issues Nuclear Warning

Against this backdrop, Putin has issued a fresh Putin nuclear weapons threat, saying Russia would use all weapons available to it if the country were directly attacked.

“If it comes to a direct attack on the Russian Federation — in this case we mean Kaliningrad, or maybe some other territories — of course, inevitably and immediately the question of Russian Federation using all weapons at the disposal of our country will appear on the agenda,” Putin said.

Putin repeated Moscow’s position that Russia does not intend to attack European countries but said any direct attack on Russian territory would require a response.

His comments followed statements from Russian diplomatic missions claiming that NATO was preparing an air and naval blockade of Kaliningrad.

Those Russian claims were not accompanied by evidence.

The Russian Embassy in Ireland nevertheless warned that Moscow would be prepared to use its entire arsenal, including nuclear weapons, if NATO countries attempted to isolate Kaliningrad from the rest of Russia.

Russia, North Korea And The Wider Conflict

The North Korea Russia alliance has changed the international character of the Ukraine war.

What began as Russia’s invasion of Ukraine has increasingly involved military personnel, weapons, diplomatic pressure and strategic interests stretching into Asia.

North Korea is providing Russia with military support, while South Korea is supporting Ukraine through non-lethal assistance and has now taken custody of North Korean soldiers captured on the battlefield.

The situation also gives Seoul direct insight into North Korea’s military involvement in the conflict.

The two captured soldiers could potentially provide information about North Korean training, military capabilities and the country’s role in Russia’s war effort, although the details of their debriefing are not public.

Ukraine Conflict Reaches The Korean Peninsula

The latest developments show how the Ukraine war is increasingly connected to security concerns far beyond Europe.

North Korea’s military cooperation with Russia has brought its soldiers and weapons into the conflict, while South Korea’s decision to accept captured North Korean soldiers has created a new diplomatic relationship between Seoul and Kyiv.

The dispute over the disclosure of the transfer has now complicated that relationship.

At the same time, Putin’s nuclear warning has raised the stakes in Europe, particularly around Kaliningrad and NATO’s eastern flank.

The result is a conflict in which Russia, Ukraine, North Korea and South Korea are now connected through military operations, prisoners of war, diplomatic agreements and competing security interests.

The developments surrounding the two North Korean soldiers therefore offer an unusual glimpse into how Russia’s war against Ukraine has expanded into a much broader international confrontation, reaching from the battlefields of eastern Europe to the divided Korean Peninsula.
