Oyo State Health Insurance Scheme now requires 7.5% salary deduction for civil and public servants, covering spouses, children, and comprehensive medical care.
The Oyo State Health Insurance Scheme has officially been revised and expanded to provide broader medical coverage for all civil and public servants in the state.

This development, approved by Governor Engr. Seyi Makinde, FNSE, DSc, GSSRS, seeks to ensure that government employees and their families have access to quality healthcare while promoting preventive care and early treatment.
According to an official circular from the Office of the Head of Service, Ibadan, signed by T. N. Mustapha, Permanent Secretary (Service Matters) on behalf of the Head of Service, all ministries, departments, and agencies (MDAs) are to implement a 7.5 percent deduction from the basic salary of civil and public servants as part of the contributory scheme.
This contribution will be remitted to the Oyo State Health Insurance Agency (OYSHIA), the only authorized agency to manage the scheme.
The scheme, known as “Ilẹra Bọ̀kú”, is designed to cover the Principal (the civil or public servant), their spouse, and up to four children, wards, or grandchildren under the age of 18.
In cases where both spouses are employed by the state, the 7.5 percent deduction applies individually to each spouse, while each can register their dependents under the scheme.
Under the revised Oyo State Health Insurance Scheme, principal beneficiaries will enjoy a comprehensive benefits package, which includes full payment of approved medications and surgical procedures with no co-payment, annual medical check-ups for all civil and public servants, and biennial comprehensive medical check-ups for officers on Grade Level 12 and above.
In addition, male civil and public servants aged 50 and above are entitled to colonoscopy screenings, while female employees aged 30 and above are entitled to Pap smears.
Further specialized care under the scheme includes renal dialysis, limited to one episode per month for a maximum of four years, and four sessions of chemotherapy or radiotherapy for cancer patients.
These benefits mark a significant expansion in the scope of coverage, demonstrating the state government’s commitment to ensuring that all civil and public servants have access to life-saving medical interventions.
The Oyo State Health Insurance Scheme is also expected to improve healthcare service delivery across the state.
Implementation will lead to better capitation to accredited health facilities, enhanced quality of services, and the accreditation of additional specialist hospitals and medical centers under the program.
The scheme aims to address gaps in healthcare accessibility while incentivizing preventive medical practices among public servants.
All civil and public servants are required to complete fresh enrolment for themselves and their dependents through the official OYSHIA website (www.oyshia.oy.gov.ng) or via the OYSHIA mobile application, available on Google Play Store and Apple App Store.
To facilitate smooth implementation, OYSHIA will also organize Training-of-Trainers (TOT) workshops for ICT officers across all MDAs, equipping them with the skills to guide employees on the use of self-service enrollment portals.
State officials have emphasized that the scheme is contributory in nature, meaning the 7.5 percent salary deduction is mandatory, but it ensures that employees receive substantial healthcare benefits in return.
The government expects that through this scheme, more civil and public servants will proactively seek medical care and participate in preventive health programs, reducing long-term medical costs and improving productivity.
The Oyo State Government has provided multiple channels for enquiries related to the scheme, including a dedicated telephone line (07000000697) and social media handles on Twitter (@oyshia_oy), Facebook (Oyo State Health Insurance Agency), and Instagram (@oyostatehia).
Accounting officers and heads of MDAs have been instructed to circulate the circular to all staff and ensure full compliance.
Governor Seyi Makinde expressed confidence that the expanded Oyo State Health Insurance Scheme would transform healthcare delivery for civil and public servants in Oyo State.
“Our focus is on providing preventive, curative, and specialized medical care for our workforce and their families,” the governor said.
“This scheme will ensure that every civil and public servant has access to timely, affordable, and high-quality healthcare services.”
Health experts have praised the scheme, noting that covering medications, surgical procedures, cancer treatment, and regular medical check-ups represents a forward-thinking approach to employee welfare.
They emphasized that the contributory nature of the scheme encourages personal responsibility while providing critical support to families.
The Oyo State Health Insurance Scheme, with its comprehensive benefits and structured implementation, is a significant step towards ensuring health security for civil and public servants in the state.
The state government urges all employees to complete enrolment promptly and take full advantage of the medical services provided under Ilẹra Bọ̀kú.
