NGX, SEC and Police join forces to protect investors and safeguard Nigeria’s capital market

Nigeria’s capital market regulators and law enforcement authorities have deepened collaboration in a strategic move aimed at strengthening capital market integrity, boosting investor confidence and curbing financial crimes that undermine economic growth.

The partnership involves the Nigerian Exchange Group (NGX Group), the Securities and Exchange Commission (SEC), and the Nigeria Police Force, signalling a coordinated national effort to protect investors and reinforce transparency within the country’s financial system.

The renewed alliance was formally highlighted during a Closing Gong Ceremony hosted by NGX Group in honour of the Inspector-General of Police (IGP), Kayode Egbetokun, underscoring the growing alignment between market institutions and enforcement agencies.

Capital Market Integrity Takes Centre Stage at NGX Ceremony

Speaking at the event, Chairman of NGX Group, Alhaji Umaru Kwairanga, said the ceremony symbolised more than a courtesy gesture, describing it as a public affirmation that safeguarding the capital market requires shared responsibility across institutions.

According to Kwairanga, capital market integrity cannot be sustained by regulators alone but depends on close cooperation between market operators, enforcement agencies and oversight bodies.

“Market integrity is a shared responsibility. By honouring the Inspector-General of Police, we are reinforcing the importance of institutional alignment in protecting investors and preserving trust in our financial system,” he said.

Kwairanga noted that strong collaboration between regulators and law enforcement is essential to building a resilient, credible and transparent capital market capable of supporting Nigeria’s broader economic development goals.

He added that investor trust remains the backbone of capital formation, stressing that markets thrive only where misconduct is swiftly detected and decisively addressed.

SEC Emphasises Enforcement as Pillar of Investor Protection

Director-General of the Securities and Exchange Commission, Dr. Emomotimi Agama, highlighted the enforcement dimension of the partnership, describing it as critical to the SEC’s mandate of protecting investors and ensuring orderly market conduct.

Agama said coordinated enforcement enhances the Commission’s ability to deter illegal investment schemes, market manipulation and other forms of financial misconduct that have historically eroded public confidence.

“Investor protection is at the core of market regulation, and today’s engagement highlights how critical collaboration with law enforcement is to achieving that mandate,” he stated.

He explained that closer cooperation with the Nigeria Police Force strengthens investigative capacity, improves intelligence sharing and sends a strong deterrent signal to perpetrators of financial crimes.

According to Agama, sustained enforcement collaboration is particularly important at a time when Nigeria’s capital market is expanding in size, sophistication and technological complexity.

Police Reaffirm Commitment to Capital Market Integrity

Responding on behalf of the Nigeria Police Force, IGP Kayode Egbetokun reaffirmed the force’s commitment to supporting regulators and market operators in preserving the integrity of the financial system.

Egbetokun described a transparent and well-regulated capital market as a vital pillar of national economic stability, investment growth and job creation.

“A transparent and well-regulated capital market is vital to Nigeria’s economic growth. The Nigeria Police Force remains committed to working with regulators and market operators to prevent financial crime, protect investors and uphold the integrity of our financial system,” the IGP said.

He noted that financial crimes, including fraudulent investment schemes and market abuse, pose significant risks not only to investors but also to economic stability, making collaboration between regulators and law enforcement indispensable.

NGX Leadership Stresses Rule of Law and Accountability

Chairman of Nigerian Exchange Limited, Ahonsi Unuigbe, said the presence of the Nigeria Police Force in capital market oversight efforts sends a powerful message that misconduct will not be tolerated.

According to Unuigbe, the sustainability of any capital market depends on respect for rules, swift sanctions for violations and consistent accountability.

“A transparent and orderly market can only thrive where rules are respected and misconduct is addressed decisively. The presence of the Nigeria Police Force in this collective effort sends a strong signal that safeguarding the market is a national priority,” he said.

Unuigbe added that Nigeria’s aspiration to attract long-term domestic and foreign investment rests heavily on the credibility of its market institutions.
Technology, Growth and Enforcement Must Move Together

Group Managing Director and Chief Executive Officer of NGX Group, Temi Popoola, said the partnership reflects a unified approach to preserving the credibility of Nigeria’s capital market amid rapid growth and technological advancement.

Popoola noted that while technology has expanded access to the market and improved efficiency, it has also introduced new risks that require stronger enforcement frameworks.

“Technology and market growth must be supported by strong enforcement and investor protection frameworks. Our collaboration with the SEC and the Nigeria Police Force reflects a unified approach to preserving the credibility of Nigeria’s capital market,” he said.

He explained that robust enforcement mechanisms are necessary to ensure innovation does not outpace regulation or expose investors to systemic risks.

Stakeholders Back Transparency and Investor Confidence

The event brought together key stakeholders from across Nigeria’s capital market ecosystem, all of whom reaffirmed their commitment to accountability, transparency and investor confidence.

Market analysts say the collaboration comes at a crucial time, as Nigeria seeks to deepen capital market participation, attract foreign portfolio investment and mobilise long-term capital for infrastructure and industrial growth.

Experts believe that closer coordination between regulators and law enforcement will strengthen deterrence, reduce market abuse and enhance Nigeria’s standing among emerging and frontier markets.

With financial crimes increasingly sophisticated, stakeholders argue that institutional synergy remains one of the most effective tools for preserving capital market integrity and sustaining investor trust.
