In a bold move to tackle the persistent menace of crude oil pipeline vandalism in Nigeria, the Federal Government has announced plans to actively support the development of modular refineries across the country.
The announcement was made over the weekend by the Minister of Petroleum Resources, Senator Heineken Lokpobiri, during his inspection of the Ebenco Global Link Limited modular refinery in Koko, Delta State.
Addressing journalists after the site visit, Lokpobiri called on operators of illegal refineries to emulate the operational model of Ebenco’s modular refinery.
He emphasized that the government is ready to extend credit facilities to legitimate entrepreneurs who wish to establish modular refineries, ensuring both compliance and sustainable economic benefits.
“This initiative will not only curb illegal refining and pipeline vandalism but will also empower operators to procure crude oil legally, pay taxes, and create employment,” Lokpobiri said.
“The solution is a win-win for everyone—operators, government, and local communities alike.”

The minister explained that investing in modular refineries provides a viable alternative to destructive practices like illegal refining.
By enabling local entrepreneurs to process crude oil domestically, Nigeria can mitigate environmental damage, improve fuel supply stability, and generate revenue.

The plant has successfully integrated advanced technology, acquired in collaboration with Chinese and other international partners, and adapted it to meet global standards.

The Federal Government’s plan includes structured financial support for operators who cannot immediately afford modular refineries.
The minister stated that repayment schemes will be designed to ease the financial burden while encouraging compliance with legal and technical standards.
Lokpobiri further pledged to involve the Nigerian Content Development Monitoring Board (NCDMB) and its Executive Secretary, Engr. Felix Ogbe, in evaluating potential partnerships and ensuring that modular refineries adhere to national content policies.
“We aim to provide a framework that guarantees success and sustainability for local investors,” he added.
Ebenco Modular Refinery Nears Completion
Ebenco Global Link Limited is now at the final stage of development. The company currently operates a pilot facility with a capacity of 1,000 barrels per day but holds a license for 30,000 barrels per day.
The refinery is designed to produce Automotive Gas Oil (AGO), kerosene, naphtha, and other petroleum products.
CEO Ebenezer Oluwagbemiga Akin said the plant is highly focused on local content and promises to address Nigeria’s perennial fuel scarcity.
He revealed that the official commissioning of the modular refinery would soon involve the Petroleum Minister once all operational benchmarks are met.
Innovative Technologies and Operational Advantages
The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has praised Ebenco for pioneering innovative local technologies.
Director of Liquids, Ngozi Nwankwo, explained that the refinery’s operational model allows it to avoid common challenges faced by other local plants, including excessive production costs during downtime and inconsistent crude supply.
“Other refineries often incur high operational costs even when inactive, but Ebenco’s model ensures efficiency and sustainability,” she stated.
Nwankwo encouraged aspiring investors to learn from Ebenco’s approach and leverage similar technologies in future modular refinery projects.
