Cardoso’s bold move: How CBN interest rate cuts in 2026 could transform economy

Nigeria’s monetary policy outlook for 2026 may be set for a significant shift, as the Governor of the Central Bank of Nigeria (CBN), Olayemi Cardoso, hinted at the possibility of interest-rate reductions, provided inflation continues its downward trajectory.

Speaking at the 60th Annual Banker’s Dinner in Lagos, Cardoso highlighted the progress the nation has made in taming inflation and strengthening economic resilience, setting the stage for potential monetary policy adjustments next year.

CBN Considers Rate Cuts Amid Disinflation

Cardoso underscored that inflation has eased sharply to 16.05 percent in October 2025, down from 33.88 percent in October 2024. Month-on-month, inflation fell 1.97 percent from September’s 18.02 percent, with food inflation also declining significantly from 39.16 percent to 13.12 percent.

“Our models project continued disinflation in 2026, supported by stronger domestic production, improved foreign exchange liquidity, and disciplined liquidity management,” Cardoso said.

“As inflation moderates and becomes firmly anchored, we will calibrate the policy rates in line with evolving data.”

The CBN Governor also stressed that CBN interest rate policy would remain firmly rooted in price stability, while giving the central bank room to respond to evolving macroeconomic dynamics.

Strengthening Financial Stability and Banking Sector Resilience

Cardoso revealed that 2026 would be defined by efforts to modernize the payments ecosystem, deepen financial inclusion, and reinforce Nigeria’s economic resilience.

He reiterated that the CBN is committed to safeguarding the banking sector through enhanced supervision, stronger governance standards, and support for sustainable credit growth, ensuring that depositors’ funds remain protected.

According to the governor, Nigeria’s economic stability depends on a robust CBN interest rate policy, which aligns monetary tools with fiscal discipline and broader economic objectives.

He also emphasized that the bank would continue refining its inflation-targeting framework, leveraging advanced analytics to anchor expectations and reduce inflation sustainably.

Modernization of Payment Systems and Digital Finance

In line with its digital finance strategy, the CBN plans to modernize payment infrastructure and expand digital payment adoption.

Cardoso highlighted that over 12 million contactless payment cards are now in circulation, reflecting growing consumer adoption.

The bank’s regulatory sandbox, which includes more than 40 fintech innovators, facilitates safe experimentation while ensuring consumer protection, cybersecurity, and financial integrity.

“This initiative is central to our commitment to combining innovation with stability,” Cardoso said, reinforcing that the CBN interest rate policy and digital finance reforms work hand-in-hand to support inclusive growth.

End of Direct Government Deficit Financing

Cardoso reiterated that the era of direct deficit financing by the CBN has ended.

“There will be no return to financing fiscal deficits through the Central Bank,” he stated, emphasizing a clear separation of fiscal and monetary responsibilities.

The discontinuation of such financing, paired with institutional reforms such as the Revenue Optimization framework and upgrades to the Treasury Single Account, strengthens Nigeria’s fiscal credibility and complements monetary policy.

Foreign Capital Inflows and External Sector Progress

Foreign investor confidence in Nigeria has surged, with inflows reaching $20.98 billion in the first ten months of 2025, a 70 percent increase over 2024 and a 428 percent rise compared to 2023.

Cardoso linked these inflows to improved market functioning, stronger non-oil exports, and robust capital movements.

He further noted that the external sector recorded decisive progress, with the current-account balance rising to $5.28 billion in Q2 2025 from $2.85 billion in Q1.

Foreign-exchange reserves also climbed to $46.7 billion by mid-November, the highest in nearly seven years, providing over 10 months of forward import cover and enhancing economic resilience.

Looking Ahead: Coordinated Monetary and Fiscal Policy

Cardoso emphasized that as Nigeria transitions toward a full-fledged inflation-targeting framework, the partnership between fiscal and monetary authorities will deepen.

The CBN interest rate policy will be carefully calibrated alongside fiscal reforms to ensure macroeconomic stability, encourage investment, and preserve purchasing power.

He concluded that Nigeria’s financial system is on track for sustained growth, underpinned by modernized payments, disciplined monetary policy, and strengthened banking supervision, while remaining flexible enough to accommodate future challenges and opportunities.

The CBN’s strategic approach reflects a commitment to both monetary discipline and financial innovation.

With inflation cooling, foreign capital inflows rising, and digital finance reforms accelerating, Nigeria’s economy is poised for a period of measured policy adjustments, including potential interest-rate cuts.

Cardoso’s remarks signal a cautious but optimistic path forward, balancing growth, stability, and innovation in Nigeria’s financial landscape.
