French officials said the leaders would also discuss sanctions targeting Russian maritime networks commonly described as Moscow’s “shadow fleet,” used to transport sanctioned oil around global markets.
“The two leaders will discuss the current situation and the support of France and European partners,” a French presidential source told Reuters.
Russia meanwhile blamed Britain after Ukrainian forces used Storm Shadow missiles to strike a factory in Russia’s Bryansk region, an incident that killed seven people.
The Russian government accused Western powers of directly supporting attacks on Russian territory and escalating the conflict further.
Officials in Kyiv rejected those claims, insisting the strike targeted a military-related facility producing missile components rather than civilian infrastructure.
“The plant manufactures control systems for all types of Russian missiles,” Volodymyr Zelensky said during an online briefing.
Ukraine said the facility struck in Bryansk was a key electronics manufacturer responsible for missile guidance technologies used in Russia’s arsenal.
Russia’s foreign ministry condemned the attack, describing it as a “terrorist strike” and accusing the United Kingdom of breaching international norms.
British officials have not publicly confirmed operational involvement but previously approved the delivery of long-range Storm Shadow missiles to Ukraine.
The Bryansk strike triggered fresh diplomatic tension between Moscow and Western governments supporting Ukraine militarily.
