Trump $200 billion South Korea investment plan: Seoul casts doubt on $54bn Alaska LNG deal

US President Donald Trump has unveiled a Trump $200 billion South Korea investment plan covering major energy and infrastructure projects, but Seoul has warned that a proposed $54 billion Alaska LNG investment is not yet final.

Trump announced the package at the White House on Wednesday, describing it as part of agreements reached with South Korea

following a broader trade deal between Washington and Seoul.

“Thanks to the agreements my administration has secured with the Republic of Korea, they will invest up to $200 billion,” Trump said from the Oval Office.

The announcement represents the first major set of projects under South Korea’s broader $350 billion strategic investment package agreed with the United States.

That wider package consists of $150 billion earmarked for shipbuilding and another $200 billion for strategic investments in the United States.

South Korea US investment plan includes major energy projects

Trump said the latest investment package would support the construction of eight large-scale nuclear power plants, a natural gas pipeline linked to the Alaska LNG project and a 6-gigawatt power generation facility in Texas.

The White House presented the projects as significant additions to US energy infrastructure at a time when electricity demand is increasing because of data centres, semiconductor manufacturing and other energy-intensive industries.

South Korea has already identified a more than 6-gigawatt gas-fired power plant in Texas as the first project selected under the strategic investment programme.

The project, valued at about $22.3 billion, is expected to supply electricity to energy-intensive facilities, including artificial intelligence data centres and semiconductor plants.

South Korean officials have said the Texas project was selected following an assessment of its commercial viability.

Seoul questions Alaska LNG commitment

The biggest uncertainty surrounds the $54 billion Alaska LNG project, which Trump included in the $200 billion announcement.

South Korea’s industry ministry, however, said the government had not yet decided whether to invest in the Alaska project or how much it would ultimately commit.

Seoul said it would review the project’s commercial viability and determine whether it meets the country’s legal and procedural requirements before making a final decision.

“No decision has been made on whether to invest or on the size of the investment,” South Korea’s industry ministry said.

South Korean President Lee Jae Myung also said the commercial viability of both the Alaska LNG project and the proposed nuclear reactors would need to be established before they proceed.

That position creates a clear distinction between Washington’s presentation of the investment package and Seoul’s description of the status of some of its individual projects.

Alaska LNG project faces years of uncertainty

The Alaska LNG project has been promoted by Trump as a way to expand US energy exports and strengthen energy ties with allies in Asia.

If completed, the project would involve an approximately 807-mile pipeline carrying natural gas from Alaska’s North Slope to a liquefaction facility on the state’s southern coast.

The project is designed to transport roughly 3.9 billion cubic feet of natural gas per day and produce as much as 20 million metric tons of LNG annually, according to the White House.

The planned development has nevertheless faced years of uncertainty over its financing, costs and commercial viability.

Reuters reported that the proposed project is estimated to cost between $44.5 billion and $54.5 billion and would require a lengthy pipeline before LNG could be exported to Asian markets.

The project has secured preliminary agreements covering about 13 million metric tons of LNG per year but needs another 3 million tons and more binding commitments to support a final investment decision.

Japan also linked to Alaska LNG

Japan’s two largest LNG importers, JERA and Tokyo Gas, have signed preliminary agreements to purchase a combined 2 million metric tons of LNG annually from Alaska LNG if the project is completed.

Glenfarne, the developer of Alaska LNG, welcomed Trump’s announcement and said it would work with the US and South Korean governments to finalise the investment structure.

The company has lined up commitments for 13 million tons annually but still needs additional commitments to reach the level required for a final investment decision.

The project is therefore dependent not only on political backing but also on commercial agreements and financing arrangements.

Eight nuclear plants form part of package

Trump’s announcement also included plans for eight nuclear reactors as part of an effort to increase US nuclear generation.

Rising electricity demand from data centres and manufacturing has increased pressure for additional power generation capacity, making nuclear energy a major component of the administration’s energy strategy.

South Korea has been discussing potential investment in US nuclear projects as part of the broader strategic investment agreement.

However, Seoul has indicated that the commercial viability of the nuclear projects also needs to be confirmed before they proceed.

The nuclear plans are therefore in a different stage from the Texas gas-fired power project, which South Korea has already identified as the first project under the investment programme.

Trump highlights investment ahead of midterms

The announcement comes as Trump continues to highlight major economic and investment agreements ahead of the November US midterm elections.

The Alaska project has particular political significance because Republican Senator Dan Sullivan attended the White House announcement while facing a competitive re-election contest in Alaska.

Reuters reported that the Trump administration has been promoting a series of economic and investment deals as it seeks to reinforce its economic record amid concerns over gasoline prices and the war with Iran.

The Alaska LNG project could also become an important issue because its development would potentially expand US energy exports while creating infrastructure and construction activity in the state.

However, the South Korean government’s decision to conduct further reviews means the proposed $54 billion investment should not yet be treated as a completed financial commitment.

Trade agreement underpins investment

The investment plans stem from a broader trade agreement between Washington and Seoul under which South Korea committed hundreds of billions of dollars to US projects.

The strategic investment component was separate from the $150 billion commitment for shipbuilding, bringing the broader package to $350 billion.

The latest projects are intended to deepen economic ties between the two allies while expanding US energy and industrial capacity.

For South Korea, the investments are also connected to its broader economic relationship with the United States and the terms of the trade agreement.

The next major step will be determining which projects ultimately receive binding investment commitments.

For now, the Texas power project has been selected, while the Alaska LNG and nuclear projects remain subject to further commercial and legal review by Seoul.

That means Trump’s announcement of up to $200 billion represents a major proposed investment package, but not every element has reached the stage of a final South Korean investment decision.
