UK to host International summit on Gaza recovery plan as global leaders convene

The United Kingdom has announced it will host a high-level international summit to coordinate Gaza’s recovery, signaling renewed global engagement in the Palestinian territory’s post-war reconstruction.

Prime Minister Keir Starmer is preparing to attend a multi-nation meeting in Egypt, which aims to finalise a ceasefire agreement after two years of devastating conflict and widespread loss of life.

Approximately twenty national leaders, including US President Donald Trump, will gather in Sharm el-Sheikh to discuss strategies for peace and stability, highlighting the global importance of addressing Gaza’s humanitarian crisis.

Starmer emphasized the necessity of ensuring lasting peace for the region, stating that this summit represents a critical opportunity to deliver security and rebuild shattered communities in Gaza.

The UK has already pledged £20 million in aid, which will now be directed toward essential water, sanitation, and hygiene services, delivered through Unicef, the World Food Programme, and the Norwegian Refugee Council.

In addition to humanitarian efforts, the Foreign Office’s Wilton Park agency will organise a three-day conference in West Sussex, starting Monday afternoon, to focus on Gaza’s broader recovery and reconstruction.

The summit will include representatives from the Palestinian Authority, Saudi Arabia, Jordan, Germany, and Italy, ensuring that international perspectives contribute to shaping a comprehensive recovery plan for Gaza.

Financial institutions such as the European Bank for Reconstruction and Development and the World Bank, alongside private sector and development financiers, will participate in discussions on funding reconstruction efforts.

Downing Street clarified that while the recovery process will be Palestinian-led, there is no role for Hamas in planning or managing reconstruction, emphasizing the importance of legitimate governance structures.

Starmer, in comments released ahead of the Egypt summit, stressed that the UK is determined to seize this opportunity to secure lasting peace and provide a stable, secure future for the entire region.

The prime minister noted that the first phase of ending the war has been achieved and that the second phase, focused on rebuilding lives safely, must now be delivered with full international support.

Foreign Secretary Yvette Cooper highlighted that the UK has collaborated intensively with international partners, particularly the US, to create the momentum behind President Trump’s peace initiative and the recently established ceasefire.

Cooper stressed the urgency of developing a plan for Gaza’s recovery, noting that the ceasefire provides a unique opportunity to scale up humanitarian efforts while planning for long-term reconstruction.

Rubble removal, infrastructure repair, healthcare restoration, and housing reconstruction were identified as immediate priorities, as humanitarian agencies mobilize to address the devastating conditions faced by Gaza’s population.

Education Secretary Bridget Phillipson emphasized the UK’s commitment to a viable Palestinian state existing alongside a safe and secure Israel, reiterating the government’s long-standing position on a two-state solution.

Phillipson explained that the UK’s involvement aims to contribute meaningfully to peace talks, while acknowledging that the United States has played a critical role in supporting and mediating the ceasefire process.

Shadow Foreign Secretary Priti Patel, however, questioned Britain’s role, stating that the country has had no significant influence over the ceasefire, criticizing Starmer’s decision to attend international discussions amid pressing domestic issues.

Despite such domestic political debate, the UK government remains focused on coordinating international support for Gaza’s reconstruction, aiming to ensure that aid reaches the most vulnerable and that recovery is sustainable and effective.

The summit will also address reforms within the Palestinian Authority, helping to strengthen governance structures so that they are capable of managing recovery and development initiatives, ensuring transparency and accountability.

Private sector involvement is expected to supplement international aid, encouraging investment in infrastructure, health, water, sanitation, and housing projects while fostering economic opportunities for Gaza’s population.

The UK’s £20 million aid allocation is strategically focused on essential services, prioritizing immediate humanitarian needs such as clean water, food security, and emergency health care to save lives and prevent further crises.

Organizers stress that the conference is not only about rebuilding infrastructure but also about restoring hope and stability for the people of Gaza, whose communities have been decimated by years of conflict.

International participation, including countries from the Middle East and Europe, reflects a broad commitment to collective responsibility for Gaza’s future and emphasizes the importance of multilateral solutions to complex humanitarian challenges.

Starmer reiterated that the UK will support the full implementation of the peace plan, working alongside other nations to ensure both sides can rebuild their lives in safety, security, and dignity after prolonged suffering.

The three-day Wilton Park conference will provide a platform for dialogue, coordination, and financing, aiming to create a coherent framework for Gaza’s recovery, while also reinforcing regional stability in the Middle East.

The summit underscores the urgency of international cooperation, the critical role of humanitarian aid, and the importance of strategic reconstruction, as Gaza faces the monumental challenge of rebuilding after prolonged devastation.

By convening global leaders and financial institutions, the UK seeks to mobilize resources, expertise, and political support, ensuring that Gaza’s recovery is comprehensive, sustainable, and led by legitimate Palestinian governance structures.

The event also signals a renewed commitment to addressing the humanitarian crisis, supporting development, and strengthening institutions, while promoting long-term peace and security for Gaza and the broader region.

The UK government’s leadership role in hosting the summit highlights its intention to coordinate international efforts, provide critical funding, and facilitate dialogue among nations committed to Gaza’s post-conflict recovery.

As Gaza begins the difficult path toward recovery, the summit will be a crucial moment for global actors to demonstrate solidarity, share expertise, and ensure that reconstruction efforts are effective, accountable, and timely.

The international summit represents a unique opportunity to combine humanitarian, financial, and political resources in a unified effort to restore Gaza, rebuild infrastructure, and provide hope to a population emerging from years of conflict.
