Trump set to address tariffs crisis in State of the Union amid low approval ratings

President Donald Trump is preparing to deliver his annual State of the Union address to a joint session of Congress on Tuesday evening, in what is expected to be a high-stakes speech addressing the economy, immigration, and Iran, following the Supreme Court’s recent decision to strike down his signature tariffs policy.

The ruling came as a blow to the president, who has long touted tariffs as a central part of his economic strategy. The Supreme Court decision invalidated key aspects of Trump’s trade measures, prompting criticism from Democrats and business leaders alike. In response, three Senate Democrats—Sens.

Ron Wyden of Oregon, Ed Markey of Massachusetts, and Jeanne Shaheen of New Hampshire—introduced legislation demanding the government refund approximately $175 billion in tariff revenues. The bill prioritizes refunds for small businesses and calls on importers and wholesalers to pass savings on to consumers.

Despite this setback, Trump shows no signs of shifting his approach. He defended his tariffs policy on Truth Social, stating, “As President, I do not have to go back to Congress to get approval of Tariffs. It has already been gotten, in many forms, a long time ago! They were also just reaffirmed by the ridiculous and poorly crafted supreme court decision!”

Recent polling reflects the public’s frustration. A Washington Post–ABC News–Ipsos poll indicates that only 39 percent of Americans approve of Trump’s leadership, while 60 percent disapprove.

Domestic concerns, including rising living costs, housing affordability, and crime, have contributed to the low approval rating.

Analysts suggest that Trump’s address will be an attempt to refocus public attention on his administration’s accomplishments while downplaying unpopular policies.

Trump’s guests for the address are notable and politically symbolic. Among them is the family of Sarah Beckstrom, a West Virginia National Guard member fatally shot in Washington, D.C., during Trump’s deployment of Guard troops last year.

Seven-year-old Dalilah Coleman, who was critically injured in a multi-car accident involving an undocumented driver, will also attend. These selections underscore the president’s continued emphasis on his immigration enforcement agenda.

In contrast, Democratic lawmakers have invited several survivors of Jeffrey Epstein’s abuse to attend the address. Rep. Ro Khanna extended an invitation to Haley Robson, calling her presence “proof that this isn’t about politics, it’s about exposing America’s two-tiered system of justice and bringing accountability to the Epstein class involved in the horrific abuse of young girls.”

Rep. Jamie Raskin has invited Sky and Amanda Roberts, siblings-in-law of the late Virginia Roberts Giuffre, while Oregon Rep. Maxine Dexter invited Lisa Philips. Rep. Pramila Jayapal and Rep.

Melanie Stansbury also coordinated guest invitations to highlight ongoing concerns about justice for Epstein survivors. Several lawmakers plan to hold a press conference with survivors before the address to amplify their message.

On the foreign policy front, Secretary of State Marco Rubio is briefing congressional leaders on Iran ahead of the address. The administration has maintained a heavy military presence in the Middle East as it contemplates potential action against Tehran.

Last week, Trump warned of “really bad things” if Iran does not reach an agreement regarding its nuclear program, despite claiming that Iran’s nuclear capabilities were “completely and totally obliterated” during a strike last year.

Congress has sought to exert oversight, with Reps. Ro Khanna and Thomas Massie initially planning a vote requiring congressional approval for any new military action, although that vote may be delayed.

Trump’s approach to the State of the Union is expected to blend domestic policy highlights with aggressive partisan rhetoric. Experts note that Trump rarely moderates his tone in response to criticism.

Andrew Feinberg, a political analyst, stated: “Trump isn’t a traditional politician, much less one who accepts bad news or changes course. Now more than ever, he only doubles down.” Feinberg added that Trump has consistently rejected unfavorable polling and judicial rulings, including those challenging his tariffs policy, and often labels unfavorable reports as fraudulent.

Historically, Trump’s addresses have grown longer and more theatrical. Research from The American Presidency Project, cited by CBS News, shows that his 2017 State of the Union lasted one hour, while the 2025 address—delivered just six weeks after he returned to the Oval Office—extended to one hour and 40 minutes.

Analysts suggest this trend reflects Trump’s preference for rally-style speeches rather than concise policy briefings.

In addition to policy and rhetoric, Trump has used social media to set the tone for his address. Posts on Truth Social criticized Democratic governance, including claims that “THE DEMOCRAT SHUTDOWN IS KILLING THE BLUE STATES!”

He also joked about being “forced” to invite the U.S. women’s ice hockey team to Washington, demonstrating his continued use of humor and theatrics to energize supporters.

The State of the Union will be broadcast live on major networks, C-SPAN, and the White House website, starting at 9 p.m. ET. It is expected to cover a range of issues, including housing, crime, prescription drug costs, and the broader economy.

White House Press Secretary Karoline Leavitt indicated that the address will also celebrate “250 glorious years of our nation’s independence and excellence,” blending policy with patriotic messaging.

Observers note that the State of the Union could have broader political implications. Trump’s focus on immigration, tariffs, and domestic economic policies may energize his base ahead of upcoming midterm elections, while Democratic efforts to spotlight Epstein survivors and criticize Trump’s trade policies aim to sway undecided voters and highlight perceived administrative failures.

Analysts argue that the combination of controversial domestic policies, foreign threats, and high-profile guest selections will make this one of the most scrutinized addresses of his presidency.

Finally, the address comes at a time when the United States faces mounting challenges both domestically and internationally. Trade tensions, potential conflicts in the Middle East, and public dissatisfaction with federal leadership create a complex backdrop for the speech.

Political analysts are closely monitoring how Trump will navigate these issues, whether he will attempt to shift public opinion, and how both domestic and international audiences will interpret his messaging.

Trump’s State of the Union is expected to be a mixture of policy announcements, personal narratives, and combative commentary aimed at both rallying his supporters and pre-emptively countering critics.

With public approval low and political stakes high, the address is shaping up to be both a showcase of Trump’s governing style and a pivotal moment for his administration.
