The National Pension Commission (PenCom), in collaboration with Pension Fund Administrators (PFAs), has launched a new digital application aimed at resolving long-standing data inconsistencies within Nigeria’s pension system, a move expected to significantly improve access to retirement benefits and other pension-related services.
The newly introduced Data Recapture Self-Service Platform, which went live on February 1, 2026, allows Retirement Savings Account (RSA) holders to update and validate their personal records remotely, eliminating the need for physical visits to PFA offices.
PenCom said the initiative represents a major step in modernising pension administration, improving service delivery, and strengthening public confidence in the Contributory Pension Scheme (CPS).
According to the commission, inaccurate or incomplete contributor data has remained one of the most persistent challenges affecting pension verification and benefit processing, particularly for contributors who registered in the early years of the CPS.
PenCom data recapture platform targets legacy pension records
PenCom explained that the PenCom data recapture platform is specifically designed for RSA holders who joined the CPS on or before July 1, 2019 and have not yet completed the mandatory data recapture exercise.
The regulator noted that the exercise is critical for ensuring that contributors and retirees can seamlessly access pension services, including the processing of retirement benefits, enrolment under the Retiree Enrolment and Verification Exercise, RSA transfers between PFAs, and withdrawals due to temporary loss of employment.
In addition, verified data enables eligible contributors to use a portion of their RSA balances as equity contributions for residential mortgage financing, a benefit that has grown in relevance amid Nigeria’s housing deficit.
“Accurate and up-to-date data remains fundamental to the efficient administration of retirement savings under the CPS,” PenCom stated, adding that the new platform provides a secure and convenient solution to long-standing verification bottlenecks.
Digital shift to boost efficiency, transparency
Before the deployment of the self-service portal, RSA holders were required to physically visit their PFAs to complete data recapture, a process that recorded limited success over the past six years.
PenCom admitted that despite the launch of the Data Recapture Exercise in August 2019, a significant number of eligible contributors were yet to regularise their records.
The PenCom data recapture platform now enables contributors to complete the entire process online using a smartphone, computer, or any internet-enabled device equipped with a camera.
RSA holders are required to create a secure profile using a personal email address, complete the online Data Recapture Form, upload relevant supporting documents, and undergo biometric verification through live facial capture. A digital signature is also required to authenticate submissions.
PenCom said once the application is submitted, the relevant PFA reviews the request within a defined processing timeline, while contributors receive automated email notifications at each stage of the process, including approval or rejection and reasons where applicable.
“This ensures transparency, accountability, and continuous communication between contributors and PFAs,” the regulator said.
Alignment with national identity framework
PenCom explained that the platform is aligned with the Federal Government’s directive requiring all data-generating agencies to harmonise their databases with the National Identity Management Commission (NIMC).
As part of this effort, the commission had earlier developed and deployed the Enhanced Contributor Registration System, which integrates the National Identification Number as a unique identifier for RSA holders.
The PenCom data recapture platform builds on this infrastructure to authenticate contributor identities and eliminate duplication within the pension database.

According to the commission, improved data quality across PFAs will support faster benefit processing, smoother verification exercises, and a more reliable pension administration framework nationwide.
Industry impact and contributor confidence
Analysts say the launch of the self-service platform could significantly improve participation in the data recapture process, especially among contributors who previously faced logistical challenges accessing PFA offices.
With pension assets closing 2025 at a historic N27.45tn, stakeholders believe that strengthening data integrity is critical to safeguarding contributors’ funds and maintaining trust in the pension system.
PenCom emphasised that the digital platform is not intended to replace physical service channels entirely, noting that RSA holders who prefer in-person engagement can still visit PFA offices to complete data recapture.
“The self-service platform is designed to complement existing service channels while expanding access through responsible digitalisation,” the commission said.
By embracing technology-driven solutions, PenCom said it remains committed to innovation, transparency, and operational efficiency, while ensuring that contributors can access their retirement benefits without unnecessary delays.
