Nigeria telecom sector FDI hits $991m as digital investments surge

Nigeria’s telecommunications industry has continued to demonstrate its strategic importance to the national economy, attracting an estimated $991 million in foreign direct investment (FDI) over a three-year period, according to new industry data released by the Nigerian Communications Commission (NCC).

The figures, drawn from Central Bank of Nigeria (CBN) records and analysed by the NCC’s Policy, Competition and Economic Analysis Department, highlight the resilience of the sector despite regulatory reforms, macroeconomic pressures, and shifting subscriber dynamics.

Between 2022 and 2024, the inflow of foreign capital into telecommunications remained strong, reinforcing investor confidence in Nigeria’s digital infrastructure and long-term connectivity prospects.

The NCC data show that Nigeria telecom sector FDI stood at approximately $399.9 million in 2022, rose to $134.8 million in 2023, and surged significantly to about $456.6 million in 2024, bringing the cumulative total to $991 million.

Industry analysts note that the rebound in 2024 was driven largely by increased investments in network expansion, data infrastructure upgrades, and preparations for wider deployment of next-generation technologies such as 5G.

The steady inflow of foreign capital underscores the sector’s appeal as one of Nigeria’s most liberalised and commercially viable industries, benefiting from clear regulatory frameworks and sustained demand for digital services.

Telecommunications remains a major contributor to Nigeria’s Gross Domestic Product (GDP), supporting millions of jobs directly and indirectly, while enabling growth across sectors such as banking, education, e-commerce, healthcare, and entertainment.

Subscriber Growth Signals Expanding Digital Adoption

Beyond investment flows, the NCC report also highlights notable trends in subscriber numbers and network performance.

Internet subscriptions increased from 154.85 million in December 2022 to 163.84 million in December 2023, representing a growth rate of 5.81 per cent and the addition of nearly 9 million new subscriptions within one year.

This expansion reflects rising smartphone adoption, growing demand for mobile data services, and the increasing role of digital platforms in everyday economic and social activities.

However, the report also reveals a subsequent decline in total active internet subscriptions in 2024, falling to 139.28 million from 163.84 million the previous year—a reduction of about 24.56 million subscriptions, or 14.98 per cent.

According to the NCC, this decline was largely attributable to the full enforcement of the National Identity Number–Subscriber Identity Module (NIN-SIM) linkage policy, as well as data clean-up exercises by mobile network operators to eliminate inactive or improperly registered lines

Broadband Penetration Adjustments and Network Coverage

While broadband penetration appeared to decline from 47.36 per cent in December 2022 to 43.71 per cent in December 2023, the NCC clarified that this was not due to reduced access but rather adjustments to the population figures used in calculating penetration rates.

In absolute terms, broadband subscriptions actually increased from 90.4 million in 2022 to 94.76 million in 2023, indicating continued uptake of high-speed internet services.

By December 2024, broadband penetration edged up again to 44.43 per cent, supported by improvements in network coverage across multiple technologies.

The report shows that 3G coverage reached 89 per cent, 4G expanded to 84 per cent, while 5G coverage, though still emerging, stood at 13 per cent nationwide.

Regulators say these developments are critical to achieving Nigeria’s broadband and digital economy targets, particularly as the country seeks to close connectivity gaps between urban and rural areas.

Regulatory Reforms Shape Sector Dynamics

The telecom sector’s evolving landscape has been influenced significantly by regulatory reforms aimed at improving service quality, security, and transparency.

The NIN-SIM policy, while initially disruptive to subscriber numbers, is expected to strengthen the integrity of the telecommunications ecosystem and enhance national security.

Industry stakeholders argue that the clean-up exercise has made subscriber data more accurate, allowing operators to plan investments more efficiently and regulators to make better-informed policy decisions.

The NCC has maintained that a more credible subscriber database ultimately benefits both consumers and investors, even if it temporarily affects headline subscription figures.

Investment Outlook and Economic Implications

Experts believe that sustained Nigeria telecom sector FDI will be critical to meeting the country’s growing demand for data, cloud services, and digital innovation.

As Nigeria’s population continues to expand and its economy becomes increasingly digitised, the need for robust telecom infrastructure is expected to intensify.

Foreign investments are likely to focus on fibre deployment, data centres, rural connectivity, and advanced technologies that support fintech, artificial intelligence, and smart services.

The telecom sector’s ability to attract nearly $1 billion in foreign investment over three years positions it as a cornerstone of Nigeria’s economic diversification agenda, particularly as the country seeks to reduce reliance on oil revenues.


While challenges remain—including infrastructure costs, power supply constraints, and regulatory compliance—the long-term outlook for Nigeria’s telecommunications industry remains positive.

The combination of strong demand, improving network coverage, and sustained foreign interest suggests that the sector will continue to play a leading role in economic growth and digital transformation.

As policymakers push ahead with reforms and operators deepen investments, Nigeria’s telecom industry is expected to remain one of the most attractive destinations for foreign capital in sub-Saharan Africa, reinforcing its status as a key enabler of national development.
