FG targets 15 million households for cash support under conditional assistance scheme
The Federal Government has announced that about 15 million vulnerable households have been captured in a dedicated Benefit Register to receive conditional cash support as part of efforts to cushion the impact of economic shocks across the country.
The Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Mohammed Doro, disclosed this during a televised interview, explaining that the intervention is being implemented in collaboration with the World Bank as a shock-responsive measure.
According to the minister, while the broader National Social Register currently contains approximately 17.9 million vulnerable households — translating to about 70 million individuals — not all of them qualify for direct financial transfers. Instead, the government has created a separate Benefit Register to target households eligible for specific programmes.
Distinction between National Social Register and Benefit Register
Providing clarity on the programme framework, Doro said the National Social Register serves as a comprehensive database of vulnerable Nigerians identified through community-based targeting and socio-economic assessments. However, eligibility for cash assistance depends on the objectives and design of each intervention.
He explained that the conditional cash assistance initiative is not structured as a universal payment scheme but as a temporary shock-response mechanism aimed at households facing acute economic distress.
“The Benefit Register is around 15 million vulnerable households,” the minister said, noting that programme selection is driven by need, criteria, and the nature of the intervention being delivered.
This clarification comes amid public interest over the scope and reach of the cash support programme, particularly given the size of the National Social Register and the rising cost of living.
Community-led identification of the poorest
Doro emphasised that the identification of beneficiaries follows a bottom-up approach anchored in community participation. Local communities, he explained, play a central role in identifying the poorest members among them based on established criteria.
Officials conduct household visits to validate claims, assess living conditions, and review socio-economic indicators before final inclusion in the register. This layered verification process, according to the minister, is designed to enhance transparency and minimise errors in targeting.
The National Social Register initially focused on capturing the “poorest of the poor,” with ongoing efforts to expand coverage to include more vulnerable groups nationwide.
“Our desire is to ensure that every Nigerian is captured in the National Social Register,” Doro stated, stressing that being listed does not automatically guarantee financial assistance.
Shock-response strategy amid economic pressures

Doro disclosed that approximately 70 million Nigerians have been identified as vulnerable individuals within the 17.9 million households recorded so far. He added that the register remains dynamic, with ongoing efforts to capture more eligible persons.
Data collection combines community nominations, structured questionnaires, and on-site verification. Officials assess housing conditions, income sources, family composition, and other socio-economic markers to determine vulnerability status.
This data-driven approach, according to the ministry, is intended to reduce duplication and enhance efficiency in public spending.
Experts note that a reliable social register is critical for effective poverty reduction, particularly in large and diverse populations. Accurate data enables policymakers to design tailored interventions rather than broad, untargeted subsidies.
