The Federal Government introduces education reforms, limiting graduations to terminal classes and enforcing durable textbooks, reducing costs and improving learning outcomes.
The Federal Government has rolled out significant education reforms aimed at streamlining school graduation ceremonies and improving the quality and affordability of textbooks across the country.
The new measures target both reducing unnecessary expenditures for families and enhancing the overall learning experience for students nationwide.
Announcing the initiative, the Minister of Education, Dr. Tunji Alausa, together with the Minister of State for Education, Prof. Suwaba Sa’idu, explained that graduation ceremonies will now be limited strictly to pupils completing terminal classes—Primary Six, Junior Secondary School Three (JSS3), and Senior Secondary School Three (SSS3).
According to a statement released by the Director of Press and Public Relations at the Federal Ministry of Education, Boriowo Folasade, this is part of ongoing education reforms to reposition Nigeria’s education sector while easing financial burdens on families.
“The Ministers stated that graduation ceremonies have been streamlined to curb unnecessary financial pressure on parents,” the statement read.
“Under the new guidelines, only pupils and students completing Primary 6, JSS3, and SSS3 are permitted to hold graduation ceremonies.”
The policy seeks to prevent excessive celebrations that often result in inflated costs, allowing parents to allocate resources more efficiently while ensuring that students in terminal classes receive appropriate recognition for their academic milestones.
In addition to regulating graduation ceremonies, the Federal Government has launched a comprehensive textbook policy aimed at improving learning outcomes and reducing recurring education costs.
The new policy mandates the adoption of standardised, durable textbooks designed to last between four and six years.
According to the Ministry, this measure will prevent the frequent and cosmetic textbook revisions that have forced parents to purchase new editions every academic session.
“The policy strengthens quality assurance mechanisms in our schools and eliminates the recurring financial burden of replacing textbooks annually,” the statement noted.
It also explicitly prohibits the bundling of disposable workbooks with textbooks, ensuring that students can make full use of learning materials over multiple years.
By prioritising high-quality, standardised textbooks, the initiative promotes educational equity, as all students will have access to uniform learning resources regardless of their school or location.
One of the significant benefits of these education reforms is the potential for siblings to share textbooks, thereby reducing household expenditures on education.
Families will no longer be compelled to buy new books every session, and schools will also generate less waste, aligning the policy with broader environmental sustainability goals.
“The initiative will allow siblings to share textbooks, significantly lower recurring education costs for parents, and reduce waste within the school system,” Folasade said.
As part of a broader strategy to improve Nigeria’s education system, the Federal Government has also introduced a uniform academic calendar.
The calendar ensures consistent teaching schedules, planning, and assessment periods across all states, thereby supporting standardized learning outcomes nationwide.
This is expected to enhance school operations and strengthen alignment with national education standards, contributing to the overall effectiveness of the education reforms.
Experts have welcomed the policy, emphasizing that it addresses longstanding challenges in the education sector.
Excessive graduation ceremonies have long been criticised for placing undue financial pressure on families, while frequent textbook revisions have hindered learning consistency.
