Nigeria’s economic landscape received a significant boost following the recent upgrade of the country’s sovereign outlook by S&P Global Ratings.
The agency elevated Nigeria’s outlook from “stable” to “positive,” reaffirming a “B-/B” rating, citing confidence in the Central Bank of Nigeria’s (CBN) ongoing currency and fiscal reforms.
Analysts believe this move underscores the effectiveness of CBN policies in stabilizing the naira, attracting investment, and restoring investor trust in the Nigerian economy.

The focus on fueling investor confidence has intensified since the CBN embarked on comprehensive currency reforms aimed at unifying Nigeria’s multiple exchange rates and removing restrictions on foreign-exchange trading.
S&P Global Ratings noted that these reforms, coupled with prudent fiscal measures, have positioned Nigeria to benefit from stronger growth and a more resilient economic outlook.
“Monetary, economic, and fiscal reforms being implemented by Nigerian authorities will yield positive benefits over the medium term,” S&P stated, emphasizing that the country’s ongoing economic restructuring has attracted international acclaim.
The move follows Moody’s upgrade in May, which lifted Nigeria’s rating from “Caa1” to “B3” and Fitch Ratings’ recent affirmation of a “B” rating with a stable outlook.
Both agencies highlighted CBN’s FX reforms as pivotal in improving macroeconomic stability and controlling inflationary pressures.
Nigeria’s FX Reforms: A Turning Point
Since Governor Olayemi Cardoso assumed office in October 2023, reform has been central to CBN’s agenda.
The apex bank’s policies, including the unification of exchange rates, have reduced frequent market interventions and cleared a backlog of over $7 billion in FX obligations.

President of the Association of Bureaux De Change Operators of Nigeria, Dr Aminu Gwadabe, described the upgrades as “a step forward in restoring investor confidence and economic stability,” highlighting that the reforms are enabling businesses to plan with greater certainty.

“The dual upgrades signal Nigeria’s return to disciplined economic policies and reinforce confidence in government reforms,” he added.
Despite these gains, experts caution that challenges remain, including the volatility of global oil prices and implementation hurdles.
Nigeria’s recent Eurobond issuance, raising $2.35 billion to finance its 2025 budget deficit, illustrates ongoing efforts to close fiscal gaps while maintaining policy coherence.
FX Code: Enhancing Transparency and Market Integrity
In a bid to further strengthen market integrity, the CBN launched the Nigeria Foreign Exchange Code (FX Code) in Abuja.
Governor Cardoso highlighted that the code promotes ethics, governance, risk management, and transparency across the FX market.
“The FX Code represents a decisive step forward, setting clear standards for ethical conduct and transparency,” Cardoso noted.
He stressed that violations would attract penalties under the CBN Act 2007 and the BOFIA Act 2020, reinforcing accountability and market discipline.
Complementing the FX Code, the CBN introduced an Electronic Foreign Exchange Matching System, providing real-time data on rates and market activity.
This initiative curbs speculation, eliminates distortions, and enhances overall transparency.

The S&P upgrade and complementary measures have already begun to manifest in practical ways.

Fitch Ratings highlighted that FX reforms, tighter monetary policy, and greater market formalization have increased FX liquidity, narrowed gaps between official and parallel rates, and stabilized the naira after a 40% depreciation in 2024.
Analysts note that these measures position Nigeria to attract both domestic and foreign private capital, vital for diversifying the economy and driving sustainable growth.
Greater investor confidence is expected to bolster infrastructure projects, improve financial market participation, and support inclusive economic development.
President Bola Tinubu welcomed the Moody’s and S&P upgrades, describing them as a “vote of confidence in Nigeria’s reform agenda.”
