In a major stride toward enhancing regional safety and global collaboration, the Nigerian Maritime Administration and Safety Agency (NIMASA) has deepened maritime security cooperation by engaging naval officers from 20 countries currently on the Siren Course onboard the French vessel, LHD Tonnerre.
The international delegation, which docked in Lagos as part of a two-day port call, participated in a comprehensive knowledge-sharing session aimed at bolstering operational partnerships and advancing regional maritime security architecture in West and Central Africa.
The event, held at NIMASA headquarters, underscored Nigeria’s growing leadership role in fostering effective maritime coordination across the Gulf of Guinea — one of the world’s most strategically important yet historically volatile maritime zones.
Global Focus on Maritime Security Cooperation
According to a statement by NIMASA’s Deputy Director and Head of Public Relations, Mr. Osagie Edward, the engagement provided a platform for delegates to understand Nigeria’s multifaceted approach to maritime administration and its alignment with the Yaoundé Architecture for Maritime Safety and Security, a framework designed to promote regional collaboration against piracy, illegal fishing, and other transnational crimes.
Leading the visiting team, Colonel Stéphane Oseo, Defence Attaché at the French Embassy in Nigeria, praised the synergy between the Nigerian Navy and NIMASA, describing it as “a model partnership” in Africa’s maritime governance landscape.
“Maritime security cooperation in Nigeria stands as a regional benchmark,” Oseo said.
“The level of inter-agency coordination between the Nigerian Navy and NIMASA demonstrates how effective collaboration can significantly reduce maritime threats, ensuring safer trade routes and stability in the Gulf of Guinea.”
Deep Blue Project Showcases Nigeria’s Capabilities
During the visit, the naval officers were briefed on NIMASA’s Deep Blue Project — a comprehensive maritime security initiative that combines air, land, and sea assets to enhance surveillance and response capacity across Nigeria’s territorial waters.
Officials explained how the project integrates advanced technology, including drones, special mission aircraft, and high-speed interceptor boats, with a multi-agency command structure.
This structure facilitates real-time coordination between NIMASA, the Nigerian Navy, and other security agencies, ensuring rapid response to maritime incidents.
The 40 participants, representing 20 different countries, also toured the Regional Maritime Rescue Coordination Centre (RMRCC), where they observed Nigeria’s operational procedures for maritime search and rescue.
The session provided valuable insights into how Nigeria manages emergency communications, vessel tracking, and rescue coordination in compliance with international maritime standards.
NIMASA Reaffirms Commitment to Regional Collaboration
Speaking on behalf of NIMASA’s Director-General, Dr. Dayo Mobereola, the Director of Marine Environment Management, Mr. Heaky Dimowo, reaffirmed the agency’s determination to strengthen maritime security cooperation across Africa’s coastal states.
“Security at sea is not a one-country affair,” Dimowo emphasized.
“Sustainable safety in the Gulf of Guinea requires collective commitment and operational synergy among all stakeholders.
NIMASA remains steadfast in supporting regional initiatives that promote safe navigation, trade facilitation, and environmental protection.”
Dimowo noted that the visit further highlights Nigeria’s position as a critical stakeholder in international maritime discourse.
He explained that partnerships such as these not only enhance security but also create opportunities for capacity development, technology transfer, and investment in Africa’s blue economy.
Collaborative Impact on Gulf of Guinea Stability
The Gulf of Guinea, which spans more than 20 coastal states, has long been a hotspot for piracy, smuggling, and illegal oil bunkering.
However, the region has recorded significant progress in recent years, largely due to improved maritime security cooperation and the deployment of modern surveillance systems.
According to global maritime reports, incidents of piracy in the Gulf of Guinea have dropped by over 70 percent since 2021, a feat attributed to initiatives like NIMASA’s Deep Blue Project, enhanced naval patrols, and cross-border intelligence sharing.
Colonel Oseo commended Nigeria for leading these efforts, stressing that the international community continues to look to NIMASA and the Nigerian Navy as examples of best practices in maritime domain awareness.
“We are learning from Nigeria’s proactive model, which integrates national responsibility with regional solidarity,” he added.

The engagement concluded with renewed commitments to expand training opportunities, joint exercises, and data exchange between participating nations.
