China set to unveil new five-year economic plan at National People’s Congress


China is set to unveil a sweeping five-year economic plan at the National People’s Congress (NPC), outlining growth targets and reforms for 2026 to 2030. The plan signals Beijing’s response to domestic and global economic challenges.


China’s 15th Five-Year Plan, covering 2026 to 2030, will define the government’s economic and industrial strategy for the coming half-decade. Delegates from across China will convene at the Great Hall of the People in Beijing.


Analysts say the new plan will need to address rising economic pressure from global competition, the lingering effects of President Donald Trump’s trade policies, and slowing domestic consumer spending.


The NPC is China’s highest legislative body and works in parallel with the Chinese People’s Political Consultative Conference (CPPCC). The two sessions are central to policymaking in China, with the CPPCC offering advice while the NPC enacts legislation.


This year, the sessions are expected to focus on codifying a new “Law on National Development Plan,” further linking the NPC’s work to Chinese Communist Party (CCP) guidance. Delegates will also debate economic growth targets and industrial priorities.


Premier Li Qiang will present the annual Government Work Report, summarizing economic performance and outlining growth objectives. China is anticipated to set a gross domestic product (GDP) target of 4.5 to 5 percent for 2026.


Interest rates, inflation management, unemployment, and fiscal deficit adjustments are expected to feature prominently. Analysts emphasize that China’s economic planning will balance growth with technological and social policy priorities.


China’s industrial strategy will emphasize “industrial self-reliance,” especially in high-tech sectors like next-generation AI, semiconductor production, and renewable energy development, as Beijing seeks to reduce dependence on foreign technology.


The five-year plan will also address “involution,” a term describing excessive internal competition that undercuts product quality and profitability in Chinese industries. Officials aim to restructure markets to improve efficiency and innovation.


The concept of a “low-altitude economy” is expected to appear, highlighting the use of drones and low-altitude vehicles to expand logistics, delivery services, and urban mobility. This reflects China’s growing focus on technology-driven economic initiatives.


Domestic consumption is likely to receive new policy emphasis. Economists expect measures to encourage spending, support the service sector, and narrow the income gap between urban and rural populations.


Policies may include minimum wage adjustments, higher pensions, and incentives for consumer-driven sectors. Experts see this as crucial to offset the pandemic-related slowdown in household spending and confidence.


China’s social and environmental policy will also feature in the NPC discussions. Plans to advance sustainability, reduce emissions, and promote clean energy are expected alongside industrial and fiscal initiatives.


The government is also drafting the “Law on Promoting Ethnic Unity and Progress,” which will formalize approaches to China’s 56 ethnic groups, encouraging cultural integration and social cohesion while maintaining central oversight.


Over 90 percent of China’s population is ethnic Han, but the law is likely to address minority inclusion, language policy, and national identity, reflecting Beijing’s broader socio-political consolidation objectives.


The sessions will further highlight China’s military and governance discipline. Nineteen delegates had their credentials revoked last week, including high-ranking military officers, signaling ongoing anti-corruption and loyalty campaigns by President Xi Jinping.


Since removing presidential term limits in 2018, Xi has consolidated authority within the CCP. Analysts say the dismissals and reshuffles ensure loyalty and prevent independent power bases from challenging central leadership.


Industrial self-reliance is paired with strategic technology investment. Initiatives in AI, semiconductors, green energy, and industrial upgrades are central to China’s plan to compete with the United States for technological leadership.


Environmental modernization and renewable energy development will complement these tech strategies. China aims to integrate climate goals into industrial planning, focusing on sustainable growth while maintaining economic momentum.


Consumer-led growth will remain a priority, with reforms in service industries and domestic spending incentives designed to counteract pandemic-era economic slowdown and restore household confidence.


Policies will target urban-rural disparities, including income support, education, and access to public services, reflecting a broader approach to social equity alongside industrial modernization.


China is expected to continue reforming regulatory frameworks to streamline business operations, encourage innovation, and prevent inefficient competition that erodes profitability and sector-wide growth potential.


Experts note the five-year plan will combine fiscal discipline with strategic investments, aiming for steady GDP growth, controlled inflation, and long-term technological and industrial self-sufficiency.


The NPC sessions also provide insight into China’s diplomatic and trade priorities, with technology, energy security, and global competitiveness intertwined with domestic economic planning and industrial policy.


The “Two Sessions” will signal Beijing’s broader ambitions, including expanding domestic high-tech capacity, promoting social cohesion, encouraging environmentally sustainable growth, and navigating complex international economic pressures.
