CBN’s New $150,000 weekly BDC dollar limit sparks fresh optimism for naira recovery

Naira set to strengthen with new BDC dollar limit

Currency market operators and financial analysts have projected renewed stability in Nigeria’s foreign exchange market following the Central Bank of Nigeria’s decision to allow licensed Bureau de Change operators to access up to $150,000 weekly.

The policy adjustment, announced in a circular issued by the apex bank’s Trade and Exchange Department, is designed to boost liquidity in the retail segment of the foreign exchange market and meet legitimate end-user demand.

Market observers say the move could mark a turning point, reinforcing expectations that the Naira set to strengthen with new BDC dollar limit as supply pressures ease and speculative activities decline.

Liquidity injection into retail forex market

The revised framework authorises licensed BDCs to purchase foreign currency up to the newly approved threshold each week.

Analysts note that the retail segment plays a crucial role in price discovery and rate stabilization, particularly for small-scale transactions such as tuition payments, medical expenses, travel allowances, and personal remittances.

By expanding access for regulated operators, the CBN aims to deepen official supply channels and reduce reliance on informal markets.

According to financial sector experts, improved dollar availability at the retail level typically reduces excess demand in the parallel market, helping to narrow spreads between official and unofficial exchange rates.

In that context, the policy aligns with broader efforts to restore confidence in the currency market, strengthening the narrative that the Naira set to strengthen with new BDC dollar limit.

Chief Executive Officer of Arthur Stevens Asset Management, Tunde Amolegbe, described the measure as a liquidity-enhancing intervention likely to support the domestic currency.

He noted that improved forex availability should reduce demand-side pressures, particularly among import-dependent businesses

A firmer exchange rate, he added, would ease cost burdens for manufacturing and consumer goods firms that rely heavily on foreign currency-denominated inputs.

Industrial operators often face margin compression during periods of currency volatility. If dollar supply improves through formal channels, businesses may experience reduced hedging costs and greater planning certainty.

These dynamics reinforce projections that the Naira set to strengthen with new BDC dollar limit, at least in the short to medium term.

Another key objective of the policy is rate convergence. The widening differential between official and parallel market rates has historically encouraged arbitrage opportunities and speculative trading.

Head of Financial Institutions at Agusto & Co., Ayotunde Olubunmi, explained that boosting liquidity in the BDC segment could moderate excessive margins.

He observed that increased supply in formal retail markets tends to discourage hoarding and speculative accumulation of foreign currency.

By directing transactions through licensed channels, the CBN may gradually compress the gap between official and informal rates, contributing to market transparency.

Such structural adjustments underpin expectations that the Naira set to strengthen with new BDC dollar limit as distortions recede.

Alongside the expanded access threshold, the apex bank introduced stricter reporting requirements for BDC operators

Licensed firms must submit timely electronic returns and are prohibited from retaining unutilized foreign exchange balances beyond 24 hours. Any excess holdings must be returned to the market promptly.

Additionally, settlement of transactions must occur exclusively through designated accounts held with licensed financial institutions. Cash sales are capped at 25 percent of transaction value, while third-party transactions are disallowed.

These safeguards are intended to enhance transparency, curb round-tripping, and prevent abuse of the policy.

Analysts argue that enforcement discipline is critical. Liquidity expansion without oversight could exacerbate volatility rather than contain it.

If effectively monitored, however, the combination of access expansion and compliance tightening may support exchange rate stability — reinforcing projections that the Naira set to strengthen with new BDC dollar limit.

Impact on inflation and investor sentiment
Exchange rate stability plays a central role in Nigeria’s inflation dynamics. Currency depreciation often feeds directly into higher import costs, particularly for food, fuel, pharmaceuticals, and industrial raw materials.

A stable or appreciating naira could moderate imported inflation, easing pressure on consumer prices.

Furthermore, predictable currency movements enhance investor confidence. Portfolio investors, in particular, monitor exchange rate risk closely when evaluating entry into emerging markets.

By demonstrating commitment to liquidity management and regulatory discipline, the CBN may improve foreign investor perception of Nigeria’s macroeconomic stability.

Despite optimism, experts caution that sustained appreciation depends on broader fundamentals, including oil revenue inflows, external reserves adequacy, and capital importation trends.

While retail market liquidity improvements can stabilize short-term fluctuations, long-term currency resilience requires structural reforms in export diversification and fiscal discipline.

Moreover, enforcement consistency will determine whether the policy achieves intended results. Past interventions have occasionally faced implementation challenges, undermining effectiveness.

Nevertheless, many analysts maintain that the calibrated approach reflects a more market-aligned strategy compared to earlier restrictive measures.

Under current conditions, the expectation remains that the Naira set to strengthen with new BDC dollar limit, particularly if supply injections are complemented by improved reserve management.

The latest decision follows a series of measures aimed at liberalizing and harmonizing Nigeria’s foreign exchange framework.
In recent months, the CBN has granted final operating licences to additional BDCs, while warning against patronage of unlicensed operators.

By formalizing distribution channels, authorities seek to deepen institutional participation and enhance data-driven monitoring.

Currency strategists note that effective distribution architecture is essential for minimizing black-market dominance and reinforcing policy credibility.

In the coming weeks, market participants will monitor rate movements across official and parallel segments to assess the immediate impact of the policy.

If liquidity improves as anticipated, the domestic currency could consolidate gains, reducing volatility and restoring confidence among businesses and households.

While macroeconomic headwinds persist, the consensus among analysts suggests that the Naira set to strengthen with new BDC dollar limit, provided complementary reforms remain on course.

For Nigeria’s foreign exchange market, the move represents both an operational adjustment and a confidence signal — one that may recalibrate expectations in favor of gradual currency stabilization.
