The legislation, titled the Nigeria Religious Freedom and Accountability Act of 2026, has generated heated debate in Nigeria, with supporters of the opposition leader condemning the move as unfair and politically coloured.
Leaders of the Kwankwassiya movement, a grassroots political bloc aligned with Kwankwaso, expressed deep concern over what they described as a rushed and one-sided recommendation.
According to the group, the proposal appears to single out an opposition figure without presenting verifiable evidence linking him directly to acts of religious persecution.
Mansur Kurugu, speaking on behalf of the movement, said members were startled when they learned of the development through media reports.

The movement insists that Kwankwaso has consistently advocated peaceful coexistence and national unity throughout his political career.
Separately, the New Nigeria Peoples Party (NNPP) issued a strongly worded reaction, dismissing the proposed sanctions as “contrived and misleading.”
The party’s leadership argued that associating their national leader with religious extremism undermines his long-standing public record.
According to the NNPP, Kwankwaso has never been indicted by any credible institution for sponsoring or encouraging sectarian violence.
The controversy stems from claims contained in the proposed US legislation, which recommends sanctions against certain individuals and groups accused of severe violations of religious freedom.
In addition to referencing alleged Fulani militias and some Miyetti Allah factions, the bill reportedly includes Kwankwaso among individuals to be considered for punitive measures.
Sponsors of the bill argue that it seeks to promote accountability and discourage impunity in cases involving religious persecution.
However, NNPP spokesperson Ladipo Johnson questioned the fairness of what he described as selective accountability.
