Oyo Govt approves ₦900m infrastructure funding for key projects

The Oyo State Government has unveiled a sweeping development package anchored on Infrastructure Funding, combining road rehabilitation, digital transformation, expanded street lighting and strengthened security logistics.

According to the statement issued by the State Commissioner for Information, Prince Dotun Oyelade on Wednesday, February 25, 2026, the approvals were granted during a recent Executive Council meeting, reflecting what officials described as a coordinated strategy to modernise governance and accelerate growth across the state.

At the heart of the decisions is the release of ₦900 million as counterpart contribution to access external development support.

Through this Infrastructure Funding arrangement, the state will unlock ₦16.27 billion from two international development institutions — the International Development Association (IDA) and the Agence Française de Développement (AFD).

Government sources explained that the counterpart structure allows Oyo to multiply its financial capacity while ensuring strict project monitoring and accountability standards tied to global best practices.

The road component of the programme covers a total of 68 kilometres spread across strategic agricultural and semi-urban corridors.

Among the roads approved for rehabilitation is the 8.43-kilometre Fashola Farm Settlement route, a key access road for farmers and agribusiness operators.

Also included is the 37-kilometre Alako/Idi-Iya/Batake/Olowa Farm Settlement/Ijaye axis, as well as the 22-kilometre Oloko/Oyo Junction/Ikere corridor.

These routes serve farming communities where produce transportation has long been affected by deteriorating road conditions.

Officials believe that improving these links will not only reduce travel time but also lower post-harvest losses and transportation costs.

By strengthening rural connectivity, the Infrastructure Funding initiative is expected to stimulate agricultural productivity and open up new opportunities for small and medium-scale enterprises operating in those communities.

Beyond transportation, the Executive Council also approved sustained investment in the Light-Up Oyo State project.

Originally focused on Ibadan metropolis, the initiative has gradually extended into other urban and semi-urban centres.

For the 2026 fiscal year, ₦2.602 billion was approved as operational and maintenance expenditure to keep the system running efficiently.

The lighting programme is designed to improve night-time visibility, enhance safety and encourage commercial activities after dark.

Government officials say the lighting expansion complements broader public safety measures, especially in areas where improved illumination can deter criminal activities.

Communities that previously experienced limited night visibility are expected to benefit from enhanced public lighting coverage.

In a separate but related decision, the council approved a revision of the contract value for the Oyo State Business Process Automation (BPA) project.

First conceptualised in 2022, the initiative seeks to digitise administrative workflows within ministries, departments and agencies.

Initially valued at ₦400 million, the contract has now been adjusted to ₦578.04 million to reflect prevailing economic realities and rising implementation costs.

The BPA project represents a significant pillar of the state’s institutional reform agenda. By digitising records, automating approvals and standardising documentation processes, the government aims to reduce bureaucratic delays and increase transparency.

Experts note that digital systems can significantly improve data integrity, limit human error and strengthen internal accountability mechanisms.

Training is also embedded in the automation plan. Technical staff across MDAs will undergo capacity-building sessions to ensure long-term sustainability of the digital platforms.

According to officials, this approach ensures that technology deployment is not a one-off intervention but a lasting transformation of civil service culture.

Security reinforcement forms another major element of the newly approved measures. The council authorised the purchase of 100 double-cabin pick-up trucks to improve operational mobility for security agencies.

The vehicles include 80 Mitsubishi L200 units and 20 Toyota Hilux units, at a total cost of ₦5.772 billion. Authorities argue that improved mobility will enhance rapid response capabilities, especially in remote or hard-to-reach communities.

The integration of vehicle procurement with broader Infrastructure Funding demonstrates what policymakers describe as a multi-dimensional development model.

Rather than addressing roads, governance and security in isolation, the administration appears to be pursuing a coordinated approach where infrastructure development, administrative efficiency and public safety reinforce one another.

Observers say that the economic multiplier effect of such investments could be significant.

Road improvements typically stimulate trade and reduce logistics costs. Digital governance reforms improve service delivery speed and transparency.

Enhanced security logistics increase investor confidence and community stability.

Combined under the umbrella of Infrastructure Funding, these measures aim to create a supportive environment for long-term socio-economic progress.

While the financial commitments are substantial, officials maintain that leveraging international development support reduces fiscal strain on the state.

By contributing ₦900 million to unlock over ₦16 billion, Oyo effectively maximises limited resources for broader impact.
