IMF report shows MENA economic growth strengthens despite global uncertainty

Despite ongoing global volatility, regional conflicts, and fluctuating oil prices, the International Monetary Fund (IMF) has reported stronger-than-expected MENA economic growth in 2025.

The IMF’s latest Regional Economic Outlook highlights that economies across the Middle East and North Africa (MENA) are outperforming earlier projections, driven by a rebound in key sectors including oil production, tourism, and manufacturing.

IMF Revises Forecasts Upward for MENA Economic Growth

The IMF raised its 2025 growth forecast for the MENA economic region to 3.3 percent, up from its previous estimate of 2.6 percent in May.

The Fund also expects further expansion to 3.7 percent in 2026, signaling rising economic resilience across the region despite persistent geopolitical and trade tensions.

According to Jihad Azour, Director of the IMF’s Middle East and Central Asia Department, the region’s performance has been more robust than anticipated.

“Despite the shocks to trade, tariff adjustments, and volatility in oil prices, growth has been performing better than last year,” Azour said during the IMF’s presentation in Dubai on Tuesday.



He noted that this improvement is “not limited to a handful of countries but spread broadly across the region,” underscoring how diverse economies within the MENA bloc have adapted to changing global conditions.

In comparison, the region recorded a modest 2.1 percent GDP expansion in 2024, reflecting the gradual rebound from inflationary pressures and external disruptions that had slowed recovery efforts in the previous years.

Energy and Tourism Drive Regional Gains

The IMF attributed much of the MENA economic growth surge to increased oil production among Gulf nations, which offset falling crude prices and boosted government revenues.

This oil-led expansion has provided fiscal breathing room for states such as Saudi Arabia, the United Arab Emirates, and Kuwait to maintain capital investments in infrastructure, green energy, and digital transformation projects.

For non-oil economies such as Egypt, Jordan, and Morocco, the gains have come from tourism rebounds, industrial recovery, and strong agricultural output.

The report also noted that improved logistics and manufacturing activity are helping countries diversify away from oil dependence, a goal central to many governments’ Vision 2030-type strategies.

Azour added that regional reforms have “supported better macroeconomic management and improved resilience,” enabling countries to sustain growth despite ongoing external shocks.

MENA Economic Growth Resilient Despite Conflict

One of the most striking findings in the IMF’s report is the ability of the MENA economic growth trajectory to remain positive despite the ongoing Gaza conflict and regional instability.

According to Azour, even neighboring countries directly affected by the geopolitical crisis, such as Jordan and Egypt, have shown unexpected resilience.

“The region was able to withstand the big geopolitical shock of the last two years,” he said, highlighting how improved fiscal discipline and diversified trade have helped mitigate the fallout from conflicts.

The current ceasefire in Gaza, Azour said, is “an important and welcome development,” though its long-term impact on the region’s economy will depend on how sustainable peace becomes and whether reconstruction efforts accelerate.

Financing and Reconstruction Needs

While the outlook remains largely optimistic, the IMF warned that several MENA nations face significant reconstruction and financing challenges.

Post-conflict economies such as Syria, Lebanon, Yemen, and Sudan continue to grapple with weakened fiscal structures and dwindling international aid.

Azour emphasized that “financing needs will be immense” for these economies, calling on multilateral institutions like the World Bank and the United Nations to play a leading role in recovery and humanitarian support.

The IMF has also urged donor nations to sustain aid flows to prevent worsening humanitarian crises that could spill over into economic instability.

In the case of Gaza, the IMF noted that assessing the full extent of infrastructure damage and reconstruction costs remains an urgent priority. The Fund said collaboration between regional partners and global institutions will be critical in rebuilding basic services and stabilizing economic conditions.

MENA Outlook: Reform Momentum Key to Long-Term Growth

The IMF underscored that sustained MENA economic growth will depend on continued reform momentum, including fiscal consolidation, digital transformation, and diversification beyond oil revenues.

The report pointed to ongoing initiatives in renewable energy, fintech, and manufacturing as key engines for job creation and inclusive growth.

For oil exporters, the challenge lies in balancing fiscal stability with social spending commitments. Meanwhile, import-dependent economies must navigate the dual pressures of inflation and external debt servicing.

Nonetheless, the Fund expressed optimism that the region’s overall reform trajectory remains positive.

“Countries are increasingly integrating sustainability, innovation, and inclusion into their growth models,” Azour said, “and this will position the MENA region as a more competitive and resilient economic bloc.”

A Promising Path Ahead

Economists view the IMF’s updated forecast as a strong signal of recovery potential in the region.

By combining energy-driven surpluses with policy reforms, the MENA region appears better equipped to weather global uncertainty than in previous years.

As the world continues to grapple with inflation, supply chain disruptions, and geopolitical divisions, the MENA economic growth story stands out as one of cautious optimism — driven by reform, resilience, and regional cooperation.
