Edo Government strengthens mental health programme, rescuing vulnerable persons, empowering women and youth, and improving social welfare across the state.
The Edo State Government has intensified its mental health programme, prioritizing the welfare of vulnerable persons while empowering women and youth to achieve their full potential.
Between January and September 2025, the state successfully rescued 25 mentally challenged persons from the streets as part of this comprehensive initiative, providing shelter, medical care, and social support.

Speaking at a press conference in Benin City, Eugenia Abdallah, the Commissioner for Women Affairs and Social Development, emphasized that the mental health programme is a cornerstone of the government’s efforts to promote social inclusion and address mental health challenges effectively across Edo State.
“Our mental health programme is about more than rescue; it is about restoring dignity and ensuring access to comprehensive care for every individual,” Abdallah said.
In addition to addressing mental health, the government has actively intervened in cases of drug addiction.
Six individuals struggling with substance abuse were admitted to rehabilitation centres, reflecting the programme’s swift response to crises and its broader mission to improve social welfare across communities.
The Commissioner highlighted the government’s ongoing collaboration with orphanage operators to enhance living conditions and provide quality care for children.
By introducing inspections, capacity-building workshops, and support initiatives, the government ensures that vulnerable children in Edo State grow up in safe and nurturing environments.

“Our interventions in orphanages are designed to safeguard children’s future while promoting their development,” Abdallah stated.
Under the programme, women across Edo State are being equipped with practical skills that improve economic prospects.
Abdallah shared that hundreds of women have received training in Compressed Natural Gas (CNG) vehicle conversion and electric vehicle maintenance, helping them secure sustainable livelihoods in emerging industries.
The initiative also provides mentoring, financial literacy training, and access to cooperative funding, enabling women to start businesses and actively contribute to Edo State’s economy.
The mental health programme also extends to trafficked women and girls, offering shelter, rehabilitation, and reintegration support. Abdallah emphasized that these interventions aim to restore hope and dignity to survivors, enabling them to rebuild their lives.
“Our programmes empower women and girls to reclaim their lives and contribute positively to society,” she said.
Youth engagement is another critical component of Edo State’s mental health programme. Collaborating with youth advocates and school-based initiatives, the government promotes positive values, leadership skills, and community service among young people.
“Educating the youth and instilling ethical leadership is central to building a progressive society,” Abdallah noted.
The SHINE Agenda, a flagship project of the Edo State Government, complements the mental health and empowerment initiatives by improving healthcare access.
Programs under this agenda have enhanced maternal care, expanded health insurance coverage, and implemented free anti-malaria campaigns.
“Our interventions are saving lives and improving health outcomes for women and children across the state,” Abdallah said.
Abdallah further highlighted how female farmers benefit from government support through training, distribution of inputs, and market access initiatives.
By empowering women in agriculture, Edo State has strengthened food security, nutrition, and rural economic development.
“Supporting female farmers aligns with our vision of inclusive growth and sustainable development,” she added.
The Edo State Government’s mental health programme underscores its commitment to social inclusion, gender equality, and youth empowerment.
By addressing the needs of the vulnerable and equipping women and youth with skills, the government fosters economic, educational, and social development throughout the state.
“Every life matters, and every citizen deserves dignity, opportunity, and care. Our mental health programme ensures that no one is left behind,” Abdallah concluded.
Through its comprehensive initiatives, Edo State demonstrates that a well-structured mental health programme can transform lives, strengthen communities, and contribute to sustainable development.
