The Oyo State Police Command has rescued five citizens of the Republic of Congo during a security operation at a hotel in Ibadan, following intelligence suggesting that the individuals may have been victims of a suspected human trafficking scheme.

The operation took place at Bollarz Hotel in the Araromi area of the state capital after security authorities received credible information about the presence of the foreign nationals and circumstances surrounding their stay at the facility.

The Commissioner of Police in Oyo State reportedly directed operatives of the Violent Crime Response Unit to respond promptly to the intelligence.

Acting on the directive, the officers moved to the hotel and successfully located and rescued the five individuals.

The development has drawn attention to the dangers associated with deceptive recruitment arrangements, particularly those involving promises of employment, financial security and improved living conditions in another country.

According to preliminary findings, the rescued individuals allegedly travelled to Nigeria after being persuaded by a man identified as Smith, who is said to be a citizen of the Republic of Benin.

Investigators were informed that the alleged recruiter presented Nigeria as a destination where the victims could find better economic prospects.

However, the circumstances that led to their presence at the hotel have raised suspicions of possible human trafficking.

The police have yet to establish all the details surrounding the alleged recruitment arrangement, including whether other individuals participated in bringing the foreign nationals into the country.

Five Congolese Nationals identified

The police identified the rescued individuals as Bonsaly Mpika Donel, 24; Charles Siloe, 23; Eliane Ruth Makengo, 26; Makota Janie Darcel, 23; and Simba Babeki Elie, 33.

All five were confirmed to be nationals of the Republic of Congo.

Their rescue followed an intelligence-led intervention intended to establish the circumstances surrounding their situation and ensure their safety.

Although the available information does not indicate how long the individuals had been staying at the hotel, preliminary questioning reportedly revealed that their journey to Nigeria was connected to promises made by the suspected recruiter.

Investigators are expected to establish the nature of those promises, the arrangements made before the victims travelled and whether the individuals were aware of the actual circumstances awaiting them in Nigeria.

The investigation may also help determine whether the alleged recruitment was an isolated incident or part of a wider operation involving the movement of foreign nationals under misleading pretences.

Human trafficking investigations often require security agencies to establish how prospective victims were recruited, transported, received and accommodated, as well as whether anyone intended to exploit them.

However, the police have not disclosed evidence establishing the full extent of the suspected operation.

Alleged recruiter missing during police operation

The man identified as Smith was reportedly absent when police operatives arrived at Bollarz Hotel.

His absence meant that officers could not apprehend him during the initial operation, prompting the command to intensify efforts to locate him and establish his alleged involvement in the case.

The police have not announced his arrest, and his whereabouts remain unknown based on the information released by the command.

Investigators are expected to pursue available leads to determine his connection to the rescued individuals and identify any other persons who may have facilitated their recruitment or movement.

The circumstances surrounding the alleged arrangement remain subject to investigation. Consequently, the allegations against the individual have not been established as facts in court.

The police have also not provided details of any additional arrests connected to the incident.

Rescued victims receive medical attention

Following their rescue, the five foreign nationals were given medical attention and underwent examinations to assess their physical condition.

The medical assessment formed part of the immediate steps taken to safeguard their well-being after the operation.

The authorities have not disclosed the outcome of the examinations or indicated whether any of the victims required further treatment.

The rescue also brings attention to the importance of identifying and assisting people who may have been placed in vulnerable situations through deceptive employment offers or other forms of recruitment.

Individuals seeking better economic opportunities can become susceptible to misleading promises, particularly when recruiters offer attractive prospects without providing verifiable information about the jobs, employers or conditions involved.

Security agencies have continued to emphasise the importance of reporting suspicious recruitment practices and seeking reliable information before accepting employment opportunities that require international travel.

Police plan handover to Immigration Service

The Oyo State Police Command has directed that the rescued individuals be formally handed over to the Nigeria Immigration Service (NIS), Oyo State Command, for further action in accordance with relevant statutory procedures.

The directive was disclosed in a statement signed by the Police Public Relations Officer, Ayanlade Olayinka.

The transfer is intended to allow the immigration authorities to undertake the necessary procedures relating to the foreign nationals, including matters within their statutory responsibilities.

The police did not provide further details about the victims’ immigration documentation or indicate whether any immigration violations had been established.

The handover is separate from the ongoing efforts to investigate the suspected trafficking arrangement and locate the alleged recruiter.

The command has reiterated its commitment to protecting vulnerable individuals and taking appropriate action against suspected human trafficking networks operating within the state.

Residents urged to assist investigation

The police have called on members of the public to provide credible information that could help investigators locate the missing suspect and identify other individuals potentially connected to the alleged operation.

Residents with useful information have been encouraged to cooperate with security authorities to support the investigation and prevent similar incidents.

Public assistance can be particularly important in cases involving suspected trafficking, where information about recruitment activities, movements and accommodation arrangements may help investigators establish how an operation was organised.

The command has maintained that it will continue to respond to credible intelligence and take appropriate measures against suspected criminal activities.

For now, the five Congolese nationals have been rescued and received medical attention, while the search for the alleged recruiter continues.

Further investigations are expected to clarify the circumstances surrounding their arrival in Nigeria, establish whether other individuals were involved and determine what further action may be necessary.
