Borno Police launch enforcement of the Tinted Glass Permit to stop criminals using tinted vehicles for robbery, kidnapping, and terrorism across Nigeria.
The Nigeria Police Force has officially begun enforcing the Tinted Glass Permit regulation, a measure designed to curb criminal activities linked to the misuse of tinted vehicles across the country.
The Borno State Police Command said that armed robbers, kidnappers, drug traffickers, and terrorists now use tinted cars to conceal their identities and carry out crimes undetected.
According to the Command’s spokesperson, ASP Nahum Daso, the decision followed extensive analysis of Crime Frequency Data, which revealed a consistent pattern connecting darkened vehicle windows to serious offenses.
“Our findings show that many criminals exploit tinted glass to hide from law enforcement.
“The anonymity it provides allows them to move weapons, drugs, or victims without being noticed,” Daso said in a statement released on Saturday, October 4.
He emphasized that the Tinted Glass Permit is not meant to punish law-abiding citizens but to enhance public safety by ensuring that vehicle owners are identifiable and accountable.
The police spokesperson recounted several incidents to highlight the dangers of unregulated tinted windows. One tragic example was the murder of a University of Maiduguri lecturer on April 2, 2024.
Investigators traced the victim’s stolen car through CCTV footage, but the perpetrators could not be identified because the vehicle’s windows were heavily tinted. This, Daso said, delayed justice and complicated the case.
He also referenced another heartbreaking event that occurred on September 26, 2025, when three children suffocated inside a parked tinted car after accidentally locking themselves in.
Passersby failed to see them in time because the windows were too dark to look through.
“These incidents are not isolated. Across the country, kidnappers and armed robbers rely on tinted glass to avoid detection and to conceal their victims or contraband. Regulating this practice is essential for national security,” Daso stated.
While defending the new directive, Daso clarified that the enforcement of the Tinted Glass Permit would not affect all vehicle owners.
He explained that certain exemptions exist for individuals with factory-fitted tints, medical conditions such as photophobia, or those in sensitive official roles.
“Contrary to public fear, this is not a blanket ban on tinted vehicles,” he noted.
“The Tinted Glass Permit policy aims to balance public safety with legitimate privacy needs.”
The Police Command stressed that citizens with genuine reasons for using tinted cars can obtain official permits after completing a verification process.
This ensures that security agencies can distinguish between legitimate users and criminal elements.
As part of the implementation process, the Nigeria Police Force has launched a digital registration and verification system for vehicle owners seeking a Tinted Glass Permit.
The new system collects biometric data, National Identification Numbers (NIN), and detailed vehicle information, creating a traceable database.
“This modernized registration will enable faster investigations. If a tinted vehicle is involved in a crime, we can quickly trace the registered owner through the database,” Daso explained.
The Tinted Glass Permit system also reduces corruption and exploitation by allowing online applications, ensuring transparency and minimizing physical interactions between applicants and officers.
Daso assured Nigerians that the digital records would be used strictly for security purposes, not as a tool of intimidation.
ASP Daso reaffirmed that police officers have been instructed to act professionally and with respect for citizens’ rights during enforcement.
He emphasized that the Nigeria Police Force remains committed to lawful conduct and accountability.
“Our officers must avoid any form of exploitation or abuse. Citizens who encounter misconduct during the Tinted Glass Permit checks are advised to report immediately through the Complaint Response Unit (CRU) for prompt action,” he stated.
The Command added that strict disciplinary measures await any officer found guilty of misconduct or extortion during enforcement operations.
The Borno Police Command appealed to motorists and the general public to cooperate with officers by obtaining the necessary permits and following the outlined regulations.
Daso noted that public compliance would help improve intelligence gathering and reduce road-related crimes.
“The truth is that tinted vehicles without proper documentation threaten everyone’s safety.
“By enforcing the Tinted Glass Permit, we can identify car owners faster, prevent kidnapping, and stop the movement of illegal goods,” he said.
Public enlightenment campaigns, he added, will soon be launched across the state to educate drivers about the benefits and process of obtaining the permit.
