Tinubu launches powerful petroleum sector reforms task force to reshape Nigeria’s oil and gas industry

President Bola Tinubu has approved the establishment of a high-level reform body aimed at accelerating structural transformation in Nigeria’s oil and gas industry, a move analysts say signals a renewed push to strengthen the country’s petroleum sector and attract global investment.

The initiative, which comes amid ongoing economic reforms and efforts to reposition Nigeria as a major energy investment destination, will focus on developing practical policy frameworks capable of improving operational efficiency, boosting value from petroleum resources and enhancing long-term sector competitiveness.

Tinubu sets up presidential task force on petroleum sector reforms

The announcement that Tinubu sets up presidential task force on petroleum sector reforms marks a significant step in the Federal Government’s strategy to consolidate ongoing changes in the energy sector and address structural bottlenecks that have long constrained Nigeria’s petroleum industry.

According to an official statement issued by the President’s Special Adviser on Information and Strategy, Bayo Onanuga, the newly created body is known as the Presidential Petroleum Reform and Value Optimisation Task Force.

The task force is expected to function as a technical working group charged with producing implementation-ready reform plans for the oil and gas sector.

The presidency noted that the initiative reflects President Tinubu’s determination to strengthen the petroleum industry, improve regulatory efficiency and enhance Nigeria’s standing in the global energy market.

Leadership and composition of the task force

The task force will be chaired by Fola Adeola, a respected financial expert and co-founder of Guaranty Trust Bank, as well as founder of the Fate Foundation. Adeola is expected to coordinate the group’s activities and provide strategic leadership in driving the reform agenda.

Other members appointed to the body include notable industry professionals such as Ademola Adeyemi-Bero, Osagie Okunbor, Abubakar Suleiman, Adaeze Aguele, Farouk Gumel, Phillipa Osakwe-Okoye and Seyi Bella.

The role of secretary will be handled by Mofoluwasho Fadayomi, who will oversee documentation and administrative coordination.

Analysts say the composition of the group reflects a deliberate effort by the administration to bring together experts with deep experience in finance, energy, investment and policy development.

Mandate of the reform body

As Tinubu sets up presidential task force on petroleum sector reforms, the mandate of the body will focus on developing strategies that can unlock greater value from Nigeria’s petroleum resources.

The presidency explained that the group will produce reform blueprints that are implementation-ready, ensuring that recommendations move beyond policy discussions to practical action.

Among the core objectives of the task force are strengthening institutional efficiency within the petroleum sector, improving regulatory coordination and designing policies capable of attracting significant investment into Nigeria’s oil and gas industry.

The group is also expected to examine ways of maximising revenue from petroleum resources while ensuring long-term sustainability and transparency within the sector.

Consultations with stakeholders

Unlike traditional advisory committees, the newly established body will operate primarily as a technical reform team rather than a representative panel.

This structure means the group will focus heavily on policy design and implementation strategies while engaging with a broad range of stakeholders across the industry.

Key consultations are expected to involve oil and gas operators, regulatory agencies, international investors, civil society organisations and policy experts.

Through these engagements, the task force will gather technical insights needed to develop policies that address real industry challenges.

Reporting structure and timeline

The presidency stated that the task force will report directly to President Tinubu through regular progress updates.

Monthly reports will be submitted to provide updates on the progress of its work, ensuring continuous monitoring of the reform process.
An interim report outlining initial findings and policy proposals is expected within three months after the task force is inaugurated.

The final report containing comprehensive reform recommendations is scheduled for submission within six months.

Industry observers believe this timeline signals the government’s intention to fast-track reforms in the petroleum sector.

Broader context of energy reforms

The announcement that Tinubu sets up presidential task force on petroleum sector reforms comes at a time when Nigeria is pursuing major economic and energy sector reforms.

Over the past two years, the administration has implemented policies aimed at deregulating the petroleum sector, improving transparency and encouraging private sector participation.

The reforms are also designed to attract foreign investment and boost domestic refining capacity, particularly following the emergence of large-scale private refineries.

Energy analysts say Nigeria’s petroleum industry remains a key pillar of the national economy, contributing significantly to government revenue and foreign exchange earnings.

However, long-standing challenges such as regulatory bottlenecks, infrastructure gaps and fluctuating global oil prices have often limited the sector’s full potential.

Outlook for Nigeria’s petroleum industry

Experts believe the work of the newly established task force could play a critical role in shaping the next phase of Nigeria’s energy sector reforms.

If effectively implemented, the recommendations could improve investor confidence, strengthen regulatory institutions and enhance the country’s competitiveness in the global oil and gas market.

As Tinubu sets up presidential task force on petroleum sector reforms, policymakers and industry stakeholders will be closely watching the outcome of the initiative and its potential impact on Nigeria’s economic growth.
