Retirement payouts surge 96% to N789.7bn in 2025 – PenCom reports historic growth

The Nigerian pension system witnessed a dramatic surge in retirement payouts, reaching N789.69 billion in the first three quarters of 2025, according to an analysis of data released by the National Pension Commission (PenCom).

This marks an almost 96 percent increase compared to N403.64 billion disbursed during the same period in 2024, signalling a robust expansion of retirement benefits across the country.

Retirement payouts reflect significant growth across benefit categories

A breakdown of the nine-month figures shows a notable rise across multiple pension benefit categories. In the first quarter of 2025, total retirement payouts amounted to N286.35 billion, followed by N252.76 billion in the second quarter, and N250.59 billion in the third quarter.

The surge was driven primarily by lump sum payments, which reached N225.15 billion, nearly doubling the N113.39 billion recorded in the same period of the previous year.

Similarly, annuity or premium payments, representing amounts paid to insurance companies to provide retirees with guaranteed monthly pensions, climbed sharply to N266.1 billion from N90.9 billion in 2024.

En bloc payments, which provide retirees with a one-time sum based on accumulated contributions, surged to N77.65 billion, a remarkable jump from N7.6 billion a year earlier.

Mortgage equity contributions also grew significantly, totalling N121.35 billion compared with N61.15 billion in 2024.

However, not all categories experienced growth. Death benefits fell to N49.12 billion from N82.22 billion, while loss-of-job benefits dipped slightly to N29.35 billion from N33.43 billion in the previous year.

Meanwhile, voluntary contributions rose to N17.61 billion from N13.89 billion, demonstrating continued engagement from contributors outside mandatory schemes.

Programmed withdrawals drive increased retirement payouts

The surge in retirement payouts was further supported by the Programmed Withdrawal plan, which saw over 233,000 retirees benefit from an increase in monthly disbursements.

According to PenCom Director-General, Ms Omolola Oloworaran, the monthly payout increased from N8.3 billion to N11.9 billion as of June 1, 2025.

She attributed this uplift to strong investment returns on Retirement Savings Accounts (RSAs), a reflection of ongoing economic reforms under President Bola Tinubu’s administration.

“This improvement, which we term Pension Boost 1.0, ensures that retirees under the Programmed Withdrawal plan receive more consistent and reliable monthly pensions,” Oloworaran explained during a second-quarter press briefing in Lagos.

Bond disbursements reinforce pension liquidity

Beyond routine disbursements, the federal government approved a N758 billion bond to clear outstanding pension liabilities, of which over N600 billion had been distributed by December 2025.

This intervention played a critical role in sustaining timely retirement payouts and stabilising the pension system amidst rising demand from beneficiaries.

The Pension Fund Operators Association of Nigeria (PenOp) highlighted that the increase in payouts during Q3 2025 reflected the pension industry’s commitment to operational efficiency.

According to the association, programmed withdrawals, life annuities, and en bloc payments collectively provided significant financial support to retirees and RSA holders, demonstrating the system’s responsiveness to the evolving needs of participants.

Broader impacts of increased retirement payouts

The expansion of retirement payouts goes beyond income replacement.

Equity contributions for mortgages, which rose sharply in 2025, provided RSA holders with critical support to access housing opportunities.

Such benefits underscore the pension system’s role not only in securing post-retirement income but also in contributing to wealth creation and broader social welfare in Nigeria.

Voluntary contributions and pre-Act/NSITF payments, though smaller in total value, reached thousands of RSA holders, indicating an inclusive and flexible system that accommodates a diverse range of contributors.

Challenges and outlook for retirement payouts

While the growth in retirement payouts is encouraging, PenCom continues to monitor sustainability and efficiency.

The commission emphasises that ongoing reforms, including enhanced investment strategies, timely disbursements, and robust regulatory oversight, remain critical to ensuring that the upward trajectory of payouts is maintained.

Looking ahead, stakeholders anticipate that consistent investment performance and the completion of pending pension bond distributions will further strengthen the system, enabling retirees and RSA holders to enjoy predictable and secure financial support.

PenCom has committed to transparency in reporting and regular engagement with Pension Fund Administrators (PFAs) to ensure the continued effectiveness of the pension framework.

The first three quarters of 2025 marked a historic period for Nigeria’s pension system, with retirement payouts reaching record levels.

Driven by strong investment returns, increased programmed withdrawals, and government-backed bond disbursements, the surge demonstrates both the maturity and resilience of the pension sector.

As economic reforms continue, stakeholders remain optimistic that retirees across the country will benefit from a more robust, reliable, and inclusive pension system.
