The Olu of Warri, Ogiame Atuwatse III, has intervened to help Itsekiri PAP graduates collect their certificates by settling outstanding tuition and clearance fees.

His Majesty, Ogiame Atuwatse III, the Olu of Warri, has taken decisive action to assist a group of Itsekiri students who are beneficiaries of the Presidential Amnesty Programme (PAP), but have been unable to receive their academic certificates despite completing their studies.

The delay, caused by unpaid tuition and clearance fees, had prevented these graduates from participating in the National Youth Service Corps (NYSC) and advancing their professional and educational pursuits.

The affected students are graduates of Novena University, Ogume, Delta State, and many of them have been waiting for years, their career plans stalled due to the inability to collect their official certificates.

Recognizing the urgent need to resolve this matter, the Olu of Warri approved an intervention to ensure that all outstanding fees are paid and the students are formally cleared to receive their credentials.

In a statement released on Sunday, Prince Collins Edema, the Sole Representative of the Olu of Warri to Nigerian National Petroleum Company Limited (NNPCL) and its Joint Venture partners, explained that the monarch’s intervention reflects his long-standing commitment to the welfare and empowerment of Itsekiri youth.

“The Office of the Sole Representative of His Majesty Ogiame Atuwatse III, CFR, the Olu of Warri, to NNPCL wishes to inform all Itsekiri students who are beneficiaries of the Presidential Amnesty Programme (PAP), and who have graduated from Novena University but have been unable to obtain their certificates or proceed for the NYSC due to outstanding tuition and clearance fees, that His Majesty, Ogiame Atuwatse III, CFR, the Olu of Warri, has graciously approved an intervention to resolve this matter.

In line with His Majesty’s passion and unwavering commitment to the growth, development, and empowerment of Itsekiri youth, a structured process has been established to address these outstanding obligations,” the statement read.

The graduates involved are part of the federally sponsored Presidential Amnesty Programme, a comprehensive initiative aimed at rehabilitating and empowering former militants and youths from the Niger Delta.

The program seeks to provide educational and vocational opportunities to equip participants for productive roles in society.

To facilitate the payment process and ensure accurate record-keeping, the statement urged affected students to submit their personal details via a Google Form at https://forms.gle/Ah89Gj5CYqqatzrMA.

The data collection process will run from Sunday, September 7, 2025, to Tuesday, September 30, 2025.

Following the completion of this exercise, the payment of tuition and clearance fees will begin immediately, processed in batches until all affected graduates are fully cleared.

Attempts to obtain a comment from Igoniko Oduma, Media Aide to the PAP Administrator, regarding this latest development were unsuccessful, with calls to his line showing “busy.”

This intervention by His Majesty, Ogiame Atuwatse III, represents a critical step in removing longstanding barriers that have prevented Itsekiri graduates from fully benefiting from their education.

By ensuring that tuition and clearance fees are settled, the Olu of Warri is not only facilitating access to certificates but also empowering these youth to pursue career opportunities, further education, and full participation in national development initiatives.

The move has been widely welcomed by stakeholders in the Niger Delta region, who view it as a demonstration of the monarch’s commitment to the progress and well-being of his people.

It also highlights the importance of traditional leadership in addressing socio-economic challenges and supporting youth development in collaboration with government and private sector partners.
