E-Governance bill: FG projects massive 21% GDP boost by 2030

The Federal Government of Nigeria has projected that the nation’s Gross Domestic Product (GDP) could surge to unprecedented heights, with digital economy contributions expected to reach 21 per cent by 2030, contingent upon the passage of the proposed National Digital and E-Governance Bill.

The announcement was made by the Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, during a stakeholder validation workshop held in Abuja on Thursday.

Represented at the event by the ministry’s Permanent Secretary, Mr. Rafiu Adeladan, Dr. Tijani hailed the bill as a transformative step toward building a resilient, inclusive, and future-ready digital economy in Nigeria.

“Today marks a defining moment in our collective efforts to shape a resilient, inclusive, and future-proof digital economy for Nigeria.

This workshop provides a unique platform to validate the bill’s framework and ensure its successful implementation,” he said.

According to the minister, the legislation is designed to institutionalize Nigeria’s digital transformation agenda within law.

The bill aims to create a robust regulatory framework for e-governance, improve public service delivery, enhance digital trade, and foster citizen trust in secure electronic transactions.

Highlighting the digital economy’s existing impact, Dr. Tijani revealed that the sector contributed approximately N7 trillion to real GDP in the first quarter of 2025, representing 14.19 per cent of the nation’s total Gross Domestic Product (GDP).

He added that with the bill’s successful implementation, this contribution is expected to increase to between 16 and 18 per cent in the short term and rise to 21 per cent by 2030.

“These figures underscore both the current impact and the vast potential of a unified, digitally empowered economy supported by strong legislation,” the minister stated.

Dr. Tijani commended the National Assembly, particularly Senator Shuaib Salisu, Chairman of the Senate Committee on ICT and Cybersecurity, and Stanley Adedeji, Chairman of the House Committee on Information and Technology, for their active role in advancing the bill.

He described their support as pivotal to securing Nigeria’s competitiveness in the global digital economy.

A unique feature of the E-Governance bill, the minister explained, is the unprecedented level of stakeholder engagement undertaken during its drafting.

Consultations were conducted across all 36 states of the federation, ensuring input from sub-national governments, private sector actors, civil society, and other key stakeholders.

“This historic consultative process, facilitated by the law firm of Duale, Ovia & Alex-Adedipe, guarantees that the perspectives of all Nigerians are reflected in the bill.

It is the first time a legislative instrument of this nature has undergone such extensive and inclusive consultation,” Dr. Tijani said.

The E-Governance bill also emphasizes interoperability across government ministries, departments, and agencies; strengthens digital identity and secure data exchange; enhances governance processes; and fosters innovation in both public and private sectors.

Supporting the minister, Mr. Kashifu Abdullahi, Director-General of the National Information Technology Development Agency, noted that inclusivity is central to the bill, ensuring that no group or region is left behind.

He highlighted the importance of aligning the legislation with Nigeria’s Data Protection Act, 2023, to safeguard citizens’ data privacy and strengthen the nation’s digital ecosystem.

Another key provision involves transitioning government records from paper-based systems to electronic platforms, a move expected to accelerate digital transformation, improve efficiency in public service delivery, and enhance national competitiveness.

Stakeholders at the workshop were urged to provide robust contributions to ensure that the legislation reflects Nigerians’ aspirations while driving innovation, economic growth, and technological inclusion.

If passed, the National Digital and E-Governance Bill could be a game-changer for Nigeria, positioning the country as a leading digital economy in Africa, creating new opportunities for businesses, and bolstering economic resilience in the years ahead.
