A tragic incident has occurred off the coast of the Dominican Republic, where a boat carrying around 40 refugees and migrants capsized, resulting in the deaths of four people and leaving approximately 20 others missing.

The Dominican civil defence authority reported that 17 people were rescued from the boat, which was headed for Puerto Rico, a US territory. The survivors included 10 Dominicans and seven Haitians, with a child among them.

The boat, known as a “yola,” is a type of vessel constructed from wood or fibreglass that does not comply with safety regulations. Refugees and migrants pay as much as $7,000 for a one-way trip to Puerto Rico from the Dominican Republic, which shares the island of Hispaniola with crisis-torn Haiti. This route has become increasingly popular in recent years, with many Dominicans and Haitians risking their lives to reach the United States.

The incident highlights the dangers faced by migrants and refugees attempting to reach the United States through irregular means. Many of these individuals are fleeing poverty, violence, and instability in their home countries, seeking a better life in the US. However, the journey is fraught with risks, including the possibility of drowning, exploitation, and detention.

In a similar incident in 2022, at least five people drowned and 66 were rescued near the uninhabited island of Mona, west of Puerto Rico. The island has been used by smugglers carrying people between the Dominican Republic and Puerto Rico.

The Dominican Republic and Haiti have a complex history, with tensions between the two countries often running high. In recent years, the Dominican Republic has been dealing with a surge in Haitian migrants, leading to increased deportations. The situation has been further complicated by the ongoing crisis in Haiti, where gang violence, hunger, and instability have prompted the UN to warn against sending people back.

As the international community continues to grapple with the issue of migration, it is essential to address the root causes of this phenomenon. Providing support to countries facing economic and humanitarian crises, such as Haiti, can help reduce the flow of migrants and refugees. Additionally, ensuring that migrants and refugees have access to safe and dignified treatment, as well as protection from exploitation and violence, is crucial.
