Ibas Appoints 11 New Permanent Secretaries

Vice Admiral (rtd.) Ibok-Ete Ibas, the Administrator of Rivers State, has approved the appointment of 11 new Permanent Secretaries to key positions in the state’s civil service.

The appointments reflect the administration’s ongoing commitment to strengthening institutional leadership and enhancing public service delivery.

The names of the appointees were disclosed in an official statement released by Dr. Inyingi Brown, the Acting Head of Service of Rivers State. The newly appointed Permanent Secretaries are: Imaonyani Roselin Ephraim-George, Dr. Mina T. Ikuru, Dabite Sokari George, Soibitein Duke Harry, Lauretta Davies Dimkpa, Uche R. Ideozu, Chimenum Mpi, Jeremiah Egwu, Nicholas Iminabo Wokoma, Vera Sam Dike, Aleruchi Akani.

These appointments reflect the Administrator’s commitment to revitalising the state’s civil service by promoting capable professionals into leadership roles.

According to the statement, the swearing-in ceremony for the new Permanent Secretaries will be conducted by the Rivers State Administrator at a date to be announced later.

The appointments are expected to bolster the efficiency of the civil service and drive effective implementation of government policies and programmes across the state.

Since his appointment as the Sole Administrator of Rivers State on March 18, 2025, Vice Admiral (Rtd.) Ibok-Ete Ibas has made at least two significant rounds of appointments:

  • April 7, 2025: He appointed administrators for all 23 local government areas (LGAs) in Rivers State.  This action was taken despite a Federal High Court order restraining him from making such appointments pending the determination of a lawsuit challenging his authority to do so.
  • Yesterday, June 3, he approved the appointment of 11 new Permanent Secretaries in the state civil service.



These appointments are part of Ibas’s efforts to restructure the state’s administrative framework following the declaration of a state of emergency in Rivers State.
