The Independent National Electoral Commission (INEC) has announced the establishment of a dedicated Artificial Intelligence (AI) Division, aimed at enhancing its operational effectiveness through data-driven decision-making, improved risk management, and the automation of voter services.

This development was disclosed by Mr. Sam Olumekun, INEC’s National Commissioner and Chairman of the Information and Voter Education Committee, in an official statement issued in Abuja. He noted that the decision followed deliberations during the Commission’s routine weekly meeting, where the growing importance of AI in modern electoral systems—both within Nigeria and globally—was extensively considered.

According to Mr. Olumekun, the new AI Division will operate under the ICT Department and serve as a strategic unit to integrate AI tools into key aspects of election management. One of its core responsibilities will be to provide geo-spatial intelligence to support the optimization of logistics, ensuring more efficient distribution of electoral materials and improved allocation of polling units.

He further explained that the division will bolster INEC’s capacity to make informed decisions through real-time data analysis, strengthen its ability to manage electoral risks, and deepen engagement with voters through intelligent, technology-enabled platforms. The AI Division is also expected to enhance the credibility of elections by employing predictive analytics, process automation, and advanced digital safeguards.

Mr. Olumekun highlighted that INEC has recently participated in several high-level conferences with electoral bodies from across the African continent. These engagements were aimed at exploring both the benefits and challenges of AI in elections.

While concerns over the use of AI for spreading misinformation and manipulating digital content were acknowledged, the discussions also emphasized the significant potential of AI in streamlining election planning and administration.

“In response to these developments, the Commission approved the establishment of the AI Division within the ICT Department,” Olumekun stated. “This unit will allow us to better harness the positive capabilities of AI while proactively addressing its possible negative impacts on the electoral process.”

He added that the new division will also play a critical role in coordinating and maximizing INEC’s existing technology investments through centralized AI governance. This strategic approach will ensure more cohesive and efficient use of technological tools across the Commission’s operations.

“This initiative places INEC at the forefront of institutionalizing AI within electoral systems,” Olumekun concluded. “It marks a significant step in our ongoing electoral reforms, particularly in areas that fall within the Commission’s administrative authority and do not require legislative changes.”

With the establishment of the AI Division, INEC reaffirms its commitment to embracing innovation as a means of improving transparency, efficiency, and credibility in Nigeria’s electoral process.
