The Oyo State House of Assembly has strongly condemned the killing of a secondary school student by a stray bullet allegedly fired by a police officer in Ibadan, describing the incident as both “painful and unwarranted.” The Assembly pledged to take decisive action to ensure justice is served and such tragedies are prevented in the future.
The matter was raised during plenary on Tuesday by the Deputy Leader of the House, Hon. Olasunkanmi Babalola, under a motion of urgent public importance.
According to Babalola, the incident occurred on Tuesday, May 20, 2025, when a police officer pursuing a suspect along Gbagi Market Road in Ibadan discharged live ammunition in a public space. Tragically, a student en route to his West African Senior School Certificate Examination (WAEC) centre was struck and killed by a stray bullet.
The House expressed profound grief over the incident and extended heartfelt condolences to the victim’s family and the broader Ibadan community.
In response, several lawmakers called for a prompt and thorough investigation into the incident. They urged the Oyo State Commissioner of Police to identify the officer involved and ensure appropriate legal action is taken.
The Assembly emphasized that holding the perpetrator accountable is essential for upholding the rule of law and providing a sense of justice to the grieving family.
A resolution passed by the House stated, “This call for investigation and prosecution is aimed at ensuring that justice is done and that the family of the deceased receives the support they need in this time of immense loss.”
The Assembly also urged the Executive Arm of the state government to provide immediate psychological support and financial compensation to the bereaved family. Lawmakers stressed that such assistance is critical in helping the family cope with the emotional and financial toll of the tragedy.
Additionally, the House recommended that the Ministry of Information and Orientation embark on a comprehensive statewide awareness campaign. The campaign would focus on educating citizens about their rights and promoting responsible conduct among law enforcement officers.
To further underscore its commitment to justice and accountability, the House set up an eight-member ad-hoc committee, to be chaired by the Deputy Speaker.
The committee has been tasked with visiting the Oyo State Commissioner of Police on Thursday to discuss the incident in detail and report back to the House with recommendations.
The committee’s mandate includes ensuring a transparent investigation and that any officer found culpable is held accountable in line with the law.
The House called on the Inspector General of Police to issue clear directives against the indiscriminate use of firearms in public places. It also advocated for the regular training of police officers on best practices for handling suspects and managing public situations responsibly, in order to prevent future occurrences of such tragic incidents.
