The House of Representatives Committee on Disability Matters has called on the Nigeria Civil Aviation Authority (NCAA) to ensure the full implementation of the Nigerians with Disabilities Act, 2018 across the aviation sector.
Chairman of the Committee, Dr. Bashiru Dawodu, made this appeal during an oversight visit to the NCAA’s corporate headquarters in Abuja on Wednesday.
He emphasized that the NCAA, as the regulatory authority for aviation in Nigeria, is legally obligated to enforce the provisions of the Act among all stakeholders in the sector, including airlines and related service providers.
“You are responsible for the enforcement of regulations concerning Persons with Disabilities (PWDs) within the aviation industry,” Dr. Dawodu stated. He also commended the NCAA for its efforts to align with the Act, particularly in areas such as inclusive employment practices, support for disability-related initiatives, and the improvement of accessibility within its facilities.
Representing the Director-General of Civil Aviation, Capt. Chris Najomo, at the event, Capt. Donald Tonye Spiff (Director of Operations, Licensing, and Training) reaffirmed the Authority’s commitment to non-discrimination.
He noted that the NCAA has not only employed individuals with disabilities but has also conducted accessibility audits of its infrastructure, implementing necessary modifications to enhance access for PWDs.
Mr. Michael Achimugu, NCAA’s Director of Public Affairs and Consumer Protection, also addressed the gathering, stressing that the Authority has been intentional in promoting inclusivity. He revealed that a comprehensive risk assessment had been conducted, and appropriate measures are being put in place to address identified gaps.
According to Achimugu, since Capt. Najomo assumed leadership, the NCAA has consistently prioritized the concerns of persons with disabilities, supporting various initiatives that align with inclusive and people-centered policies.
It is important to note that the House Committee on Disability Matters holds oversight authority to ensure compliance with the Nigerians with Disabilities Act, 2018. The legislation mandates inclusion and protection for PWDs across employment, accessibility, rehabilitation, and participation in government programmes, projects, and budgets.
