The Nigerian Electricity Regulatory Commission (NERC) has directed all electricity distribution companies (Discos) to publish the refunds they’ve made to customers who purchased meters under the Meter Asset Providers (MAP) scheme.

This move aims to promote transparency and encourage customers to participate in the scheme.

The MAP framework allows third-party investors to provide and maintain end-use meters, with customers paying metering service charges. According to NERC regulations, customers who make upfront payments for meters are entitled to refunds through energy credits.

However, consumer groups have complained about inconsistent refunds from Discos. To address this, NERC has ordered Discos to publish refund details on their websites. This will demonstrate commitment to the scheme and encourage customer participation.

Efforts to Close Metering Gap

With over seven million unmetered customers, the Federal Government is working to close the metering gap. The Special Adviser to President Bola Tinubu on Energy, Olu Verheijen, revealed plans to meter all customers to reduce losses in the sector.

The government is intervening through the Presidential Metering Initiative, which consolidates various metering initiatives. This will enable the government to track consumption, affordability, and revenue collection, ultimately improving cash flow and driving investments in reliability and green access.

NESI Stakeholders Meeting

NERC held its first Nigerian Electricity Supply Industry (NESI) Stakeholders meeting of 2025 to discuss the state of the industry. Topics included tariff methodology, NESI liquidity, financial evaluation of the market, and the transition to a multi-tier electricity market.
